HEALTH, NUTRITION AND POPULATION GLOBAL PRACTICE CONTEXT :

The central contribution of the HNP Global Practice to the World Bank’s twin goals is to enable the achievement of Universal Health Coverage (UHC), in which all people are effectively covered by essential health services, and nobody suffers undue financial hardship because of illnesses. The HNP Global Practice includes staff members in Washington, DC, and many country offices.  The HNP Global Practice works with and across multiple sectors, in recognition of the fact that HNP outcomes often depend on actions that lie outside the HNP sector.

The Global Financing Facility (GFF) is hosted by the World Bank and was launched in 2015 to help address gaps in financing for the systems and interventions needed to improve reproductive, maternal, newborn, child, adolescent health, and nutritional outcomes. At the global level, the GFF has identified adolescent health as one of the priorities to contribute to improved RMNCAH-N outcomes. The GFF is currently working with 36 countries to identify their prioritized RMNCAH-N Investment Cases to improve the health and nutrition of women, children, and adolescents.

AFRICA REGION CONTEXT :

Africa has registered strong economic growth in recent years that has helped to reduce poverty levels in the continent. Yet, as Africa’s population expands, the region faces a critical challenge of creating the foundations for long-term inclusive growth. Many countries still contend with high levels of child and maternal mortality, malnutrition is far too common, and most health systems are not able to deal effectively with epidemics and the growing burden of chronic diseases. These challenges call for renewed commitments and accelerated progress toward Universal Health Coverage (UHC)-the principle that everyone receives needed health services without financial hardship.

Most African countries have integrated UHC as a goal in their national health strategies. Yet, progress in translating commitments to UHC into expanded domestic resources for health, effective development assistance, and ultimately, equitable and quality health services, and increased financial protection has been slow. To accelerate progress toward UHC in Africa, the countries will require political leadership and a clear strategic vision to achieve their UHC targets and to be able to eliminate preventable maternal and child deaths, strengthen resilience to public health emergencies, reduce financial hardship linked to illness, and strengthen the foundations for long-term economic growth : https://www.worldbank.org/en/region/afr/overview

GUINEA COUNTRY CONTEXT :

Guinea is a low-income country with a population of approximately 12 million people. Guinea’s economy depends on its mineral wealth (bauxite and iron ore). However, mining revenues have been declining relative to mining contributions to GDP in the past decade, which has hampered the country’s level of human capital. The World Bank’s Human Capital Index score for Guinea is 0.37, meaning that an average child born today in Guinea will attain only 37 percent of his/her human capital potential by age eighteen. All the indicators of the Human Capital Index are suboptimal. The proportion of children who survive to age 5 is 90 percent. The proportion of children under five who are stunted is 30 percent. The proportion of 15-year-olds who survive to age 60 is 76 percent. The learning adjusted years of school that a child born today can expect to enjoy is 4.6 years.

Guinea’s National Health Development Plan considers health as a constitutional right. The main objective of the Plan is to reduce maternal, child, and neonatal mortality, and stunting in each of Guinea’s eight administrative regions. However, the availability and quality of health services are low. Only 62 percent of relevant health facilities offer obstetric care, 20 percent provide neonatal care, and 40 percent provide childhood immunization services (2017 SARA). Tools needed for infection control are available in only 14 percent of health facilities. Human resources for health are inadequate and inefficiently distributed. Guinea has around 3 health professionals per 10,000 inhabitants (2020 National Health Statistical Yearbook), compared to a recommended minimum of 23. Furthermore, health financing relies heavily on household out-of-pocket payments (61 percent of total health expenditure in 2018), which increase the risk of impoverishment. As a result of these problems, key indicators are low.

HNP PORTFOLIO :

The WGB and health sector partners, including the GFF, support Guinea to address its health sector challenges. The HNP portfolio includes lending activities which focus on key priorities in the health sector, including :

Duties and accountabilities :

The Senior Health Specialist or Economist will have the following key responsibilities, inter alia :

  • Lead, co-lead or support development and implementation of the Bank’s HNP national and /or regional operations in Guinea, as well as the preparation of selected analytical and advisory high-profile tasks. This will include leading technical discussions and monitoring of the Bank defined portfolio on a day-to-day basis, in close collaboration with the relevant government agencies and development partners.

Organize and lead missions of the health team.

  • Lead or co-lead and contribute to high-quality analytical and advisory services tasks in Guinea and HAWH3 ;
  • Participate in and contribute to technical assistance work to support relevant capacity-building activities including workshops, seminars, etc. ;
  • Participate in and contribute to policy dialogue with government counterparts, including at the national and sub-national levels and with other relevant stakeholders ;
  • Help teams with building and maintaining partnerships and networks within the Bank (in HNP as well as other sectors) and with external partners ;
  • Contribute to sector-specific or cross-sectoral inputs for various operational products/outputs (e.g. sector/country briefings, background reports, portfolio performance reviews, etc.) ;
  • Review and contribute to sector-specific or cross-sectoral policy and other documents ;
  • Respond to ad hoc information requests from internal and external parties ;
  • Carry out any other activity required as part of the health and human capital portfolio ;
  • Mentor junior staff in the unit and country office ;
  • The work will be substantive in nature, requiring frequent missions in the field and interactions with various internal and external counterparts. The selected candidate will be based in Conakry, Guinea.

The Senior Health Specialist will report to the Practice Manager (Health Nutrition and Population) for West Africa 3 (HAWH3). For day-to-day operational work, the Senior Health Specialist will serve as Task Team Leader on Guinea portfolio and work closely with other Task Team Leaders and members of the Country Management Unit. The Senior Health Specialist or Senior Economist will be subject to all World Bank regulations and guidelines applicable to staff.

 

Selection Criteria :

  • Graduate degrees (Master’s degree required, PhD or equivalent would be an asset), public health, epidemiology, health financing or relevant professional medical degree. Candidates without a core qualification in at least one of these domains need not apply. Candidates with combined degrees will have an added advantage ;
  • Minimum of 8 years of relevant experience in one or more of the following areas: health economics, health systems, public health, program management, service delivery, monitoring and evaluation, operations research in health. Experience in two or more of these areas is advantageous ;
  • Proven analytical skills linking economic and/or technical thinking and quantitative analysis, and the ability to inform high-level policy dialogue through strong communications (including writing) skills ;
  • A drive for results, including a proven track record of high standards / accountability for work products, meeting deadlines, an ability to prioritize tasks within his/her work program and strategies for working collectively with others on the team to deliver products of the highest caliber ;
  • A proven track-record of leading or making substantive contributions to complex operational engagements as leader or team member with significant operational responsibilities. Diplomatic and client-engagement skills, and proven success working as a team member ;
  • A proven track-record of leading policy dialogue, policy reforms, and/or service delivery innovations, and of working across sector boundaries. Demonstrated track record of synthesizing complex analytics and results into user-friendly written outputs ;
  • Experience working in fragile and emergency context in the health sector would be an advantage ;
  • Ability to design and analyze cross-sectional household and facility-level surveys as well as macro-level time-series data would be an advantage. Familiarity with statistical analyses, econometric methods, and related software, preferably STATA ;
  • Fluency in French in addition to English (excellent oral and written communication skills) is essential, with ability to prepare documents on complex subjects, speak and write persuasively, and present ideas clearly and concisely.

In addition to the above, the successful candidate is expected to demonstrate the following WBG competencies :

  • Knowledge and Experience in Development Area – Understands policy making process and role of the health sector in that process.Is able to find relevant information and examine similar policy questions in multiple regions and to distill operationally relevant recommendations and lessons from this analysis for clients ;
  • Policy Dialogue Skills – Identifies and assesses policy issues and communicates findings/points of view verbally and through economic reports and papers. Plays an active role in the dialogue with the government and/or other stakeholders as part of Bank teams ;
  • Client Orientation – Maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge ;
  • Drive for Results – Identifies the needed resources to accomplish results involving multiple stakeholders and finds solutions to obstacles affecting key deliverables ;
  • Teamwork (Collaboration) and Inclusion – Shows leadership in ensuring the team stays organized and focused, and actively seeks and considers diverse ideas and approaches.
