Energy & Extractives Global Practice :

The World Bank Group (WBG) supports the Sustainable Energy for All initiative and is committed to working towards accomplishing the initiative’s three goals by 2030: i) universal access to electricity and clean cooking fuels; ii) doubling the share of the world’s energy supplied by renewable sources from 18 percent to 36 percent, and iii) doubling the rate of improvement in energy efficiency.

The Infrastructure Practice Group is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. As part of the Infrastructure Practice Group, the Energy & Extractives (EEX) Global Practice (GP) focuses on providing affordable, reliable and sustainable energy to meet the needs of fast-growing economies, ensure universal access to modern energy services for people in client countries, strengthen policy and institutional frameworks to promote transparent and equitable growth of the extractives sectors for public benefit. There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance.

The Alliance Sahel was created in July 2017 to increase financial and technical resources to the G5 Sahel countries to help them address the serious security and development challenges hindering their economic growth and sustainable development.  In order to provide an effective and structured response, the members of the Sahel Alliance have chosen to concentrate their efforts on six priority sectors, which correspond with the development priorities established by the G5 Sahel countries[1]. The World Bank has been tasked with co-leading the Alliance on the Energy Pillar with AFD. The objectives to be achieved in this sector are: (i) promoting universal access to reliable, lasting and modern electricity services, paying specific attention to access in the rural environment; and (ii) improving the security of supply paying specific attention to renewable energy and the regional power market (West Africa Power pool). As an interim target to achieve universal access by 2030 as outlined in SDG7, the Alliance has adopted a target to double access to electricity in the G5 Sahel countries by 2022.   In Chad, and consistent with the objectives of the Sahel Alliance, the Bank is assisting the government with policy reforms to promote renewable energy, with investments to modernize the electricity network for the needs of a modern economy and with increasing energy access.   The Bank also has an important program to support the creation of a regional power market with the full participation of Chad.

The francophone West Africa Unit (IAFE2) is seeking an Energy Specialist based in N’Dajemna, Chad to contribute to the Unit’s strategic, advisory, and operational work on the energy program in Chad, and coordination with partners of the Sahel Alliance.

 

Job Duties and Responsibilities :

The responsibilities of the selected candidate will include :

  • As part of project teams, prepare, appraise, negotiate and supervise investment operations in the energy sector ;
  • coordination with development partners to enhance synergies and development outcomes ;
  • Supporting teams in developing knowledge products and operational instruments to support Bank clients and advise relevant task teams in sector reforms and energy access ;
  • Contribute to business development in selected countries ;
  • Actively participate in overseeing World Bank-supported energy country programs in the region with the aim to enhance quality and pro-poor focus and accelerate implementation ;
  • Develop and maintain close relationships with local public and private stakeholders, support policy dialogue and keep abreast of developments in the energy sector ;
  • Lead or contribute to analytical work related to:  the shift towards clean energy, development of strategies for achieving financial viability and increasing energy access in Sub Saharan Africa in a sustainable manner.

 

Selection Criteria :

  • A Masters’ level degree in engineering, energy planning, finance, economics, business administration or equivalent areas ;
  • At least five years of relevant experience in the energy sector with demonstrated ability to engage credibly on a range of issues in the energy sector in developing countries ;   
  • Operational experience with an International Financial Institution such as the World Bank is highly desirable ;
  • Hands-on project management experience, an ability to efficiently manage many activities simultaneously, a flair for problem-solving and an ability to self-navigate through complex bureaucratic environments ;
  • Excellent interpersonal skills and proven ability to build strong partnerships with clients, different stakeholders and colleagues across units and departmental boundaries in a multi-cultural environment with virtual teams located in different countries ;
  • Work experience in Chad would be desirable ;
  • Good written and oral communication skills in English and French, including an ability to communicate complex issues in simple terms and to engage in evidence-based dialogue with clients.
