TORS FOR AWMNE OPERATIONS ANALYST

Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. It is governed by 188 member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.

The WBG consists of five specialized institutions: The International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes

(ICSID). The World Bank is organized into seven client-facing Regional Vice-Presidencies, several corporate functions, and is introducing fourteen Global Practices as well as five Cross-Cutting Solution Areas to bring best-in-class knowledge and solutions to regional and country clients.

 

NIGER COUNTRY MANAGEMENT UNIT (CMU) CONTEXT

Country Context

Niger is part of the AWCW3 Country Management Unit (CMU) which include also Burkina Faso, Chad, and Mali where the Country Director, the operations Manager, and three program leaders are located. AWCW3 provides a range of financial, knowledge and convening services to help address the countries’ most complex development issues. All AWCW3 countries are grappling with high rates of poverty and the effects or spillover effects of conflicts. Niger is considered by the Bank as a country at risk of fragility.

The World Bank’s CMU for Niger (AWMNE) responsibilities include country strategy formulation and implementation, portfolio management, policy dialogue, and country relations. The CMU’s goals are to ensure that: (i) the Bank’s program is carried out in a client–responsive manner which is relevant to the development challenges facing Niger, (ii) the program can be realistically carried out within the department’s budget parameters while meeting the Bank’s quality standards; and (iii) this program generates the intended development impact. The department works closely with sector and the Niger Country Team in the delivery of the Niger work program.
The World Bank’s portfolio in Niger comprises 37 operations (23 national, including 2 DPOs, and 14 regional) amounting to US$4.3 billion. Ongoing operations cover almost all development sectors and through them, the World Bank Group in Niger is pursuing its mission of reducing extreme poverty and promoting shared prosperity.

The AWMNE Team is seeking an Operations Analyst to support the implementation of the program and form an integral part of the CMU team. The Operations Analyst will contribute to the dialogue with country counterparts, monitor the quality of the portfolio, participate in the country strategy preparation and progress assessments, prepare management briefs, and support technical teams in addressing country issues. The Operations Analyst will report to the Country Manager for Niger and work in close coordination with the CMU team.

Given the high visibility of the Country Program and the substantial interaction required of the team with internal interlocutors (including WB Senior Management) and external interlocutors (including Government, other Donors, Civil society), demonstrated maturity, excellent communication skills, and ability to work independently are paramount.

DUTIES AND ACCOUNTABILITIES:

  •  The Operations Analyst will undertake substantive operational and implementation; support tasks with respect to the country work program in Niger The Operations Analyst will work on regular monitoring and reporting on the WB portfolio in Niger ;
  •  Under the supervision of the Senior Operations Officer, support portfolio management, including facilitating in-country missions, follow up of actions plans, CPPRs, providing guidance and comments to task teams, and interacting with the client on a regular basis on portfolio management issues;
  •  Under the supervision of the Senior Operations Officer, undertake regular monitoring of the Niger CMU portfolio, including review of the monthly portfolio monitoring report ;
  •  Extract, interpret and analyze data, compile inputs from various sources (operational documents and Bank systems – SAP, BI, Operations Dashboard, etc.), produce regular and ad-hoc portfolio reports and status updates, and summarize portfolio review findings in short summaries. Follow-up on report findings with practice teams and send reminders of stale Implementation Status Reports (ISRs), final ISRs, and follow up on Implementation Completion Report (ICR) deliveries ;
  •  Assist the Senior Operations Officer with first level review of Project Concept Note (PCN), Project Appraisal Document (PAD), negotiation and Board packages, ICR, ISR, Restructuring papers and other documents for quality, fiduciary requirement, safeguard requirement and consistency;
  •  Under the Country Manager (CM) and Senior Operations Officer supervision, respond to routine inquiries from clients, partners, NGOs, and other civil society representatives;
  •  Assist with the preparation of briefs and presentations, including for high-level visiting missions, special events, conferences and Annual and Spring Meetings of the World Bank and International Monetary Fund; and assist with drafting or reviewing operational correspondence, including responses to official external queries ;
  •  Support activities designed to enhance working relationships and the functioning of the country teams and with International Finance Cooperation IFC and MIGA;
  •  Support the CMU to maintain and update AWMNE workflow protocols and tools, template, website content etc. ;
  •  Assist the CM in regular internal communications and serve as first resource for information on Bank procedures, directives and guidelines for lending, supervision and analytical work. Ensure country teams are updated on any change to existing policies/procedures;
  •  In collaboration with the Team Assistant, assist in the preparation of Implementation Support Team (IST) meetings, (setting agenda, circulating background materials, minutes) and facilitate communication and collaboration between the CMU, the country team, and the other Bank units by organizing regular country teams and retreats;
  •  Support coordination and planning of events in the CMU;
  •  Support the management team with other administrative, organizational and communication task as required.

Selection Criteria

  •  An advanced degree (Master’s level or above) in economics, political science, public sector management or other relevant disciplines plus a minimum of 2 years relevant work experience ;
  •  Excellent verbal and written communication skills in English.  Good written and verbal communication skills in French.
  •  Excellent people and teamwork skills;
  •  Solid understanding of the role of the Board, donors, and shareholders in International Development Association and International Bank for Reconstruction and Development, and their respective financial structure and development priorities ;
  •  Broad knowledge of project management tools & methodologies ;
  •  Ability to analyze and identify cross-cutting portfolio issues; provide guidance to country/sector teams on quality of operations and portfolio performance ;
  •  Excellent workflow management and task organization skills; able to take responsibility for all aspects of coordination of the workflow of assigned responsibilities and to deliver products under tight turnaround times ;
  •  Experience in Fragile or Conflict-Affected Situation (FCS) is a plus ;
  •  Pragmatic approach to operational implementation.
