The Environment, Natural Resources and Blue Economy (ENB) Global Practice has five key business lines consisting of Lending and non-lending services in (1) Forests, Watersheds and Sustainable Landscapes (‘Green Business line’); (2) Marine, Coastal, Aquatic Resources and Ocean Health (‘Blue Economy Business line’); (3) Pollution Management and Environmental Health (‘Pollution Management Business line’); (4) Environmental Economics, Policies and Institutions Business line, and (5) Safeguards/ Environmental Risk Management Business line. The fifth business line involves the provision of high-quality and timely environmental risk management services across the Bank, including safeguards policies and the effective implementation of the new Environment and Social Framework (ESF) that was rolled out on October 1, 2018.

The ENB Global Practice in Sub Saharan Africa includes four units: two in West and Central region, and two in East and Southern region. The SAEE3 covers parts of Eastern and Southern Africa, including Indian Ocean islands; and manage operations in a variety of areas such as natural resources management, coastal zone management, forestry, pollution, climate change, landscapes, and terrestrial and marine natural resources. In addition, the unit, like other ENB GP units provides environmental safeguards and ESF services across all sectors and projects.

Job Duties and Responsibilities :

The Senior Forestry Specialist will be based in Kinshasa, DRC and will be supporting a broad portfolio of lending and the policy dialogue on Forestry, Biodiversity, Climate Change, and Landscapes. Though based in Kinshasa, the selected candidate will also be expected to work in Forestry, Biodiversity and Landscapes operations in Madagascar and Burundi. He/she will work under supervision of the Practice Manager for SAEE3 based in Maputo, Mozambique, and would have the following duties/ responsibilities :

  • Facilitate, engage in, and shape high-level policy dialogues, identifying clients’ priority needs for lending, analytical support, and advisory services in relation to forests, carbon finance, natural resources management (NRM), conservation, biodiversity, protected areas management in DRC ;
  • Provide operational support, including supervision in the field, to the forestry/NRM/climate change lending portfolio in DRC, Madagascar and Burundi maximizing the value of landscapes/forests, biodiversity, and natural resources ;
  • Review and provide expert advice for operational (both investment and policy lending) and analytical work on the forestry sector, REDD+ and climate finance and the links to poverty reduction and development in the DRC ;
  • Development of business opportunities and priority programs in DRC to help maximize the value of forests and natural resources for national socio-economic development, including the conservation and production aspects ;
  • Providing consistent guidance to clients on community forestry strategy development and building the capacity of the communities and their supporting institution to develop plans to pilot test community forestry practices in the framework of climate change mitigation and sustainable livelihoods ;
  • Working closely with the colleagues in other Bank Global Practices and the Climate Change Group working in the Congo basin. Building relationships and facilitating effective communication with other development partners, NGOs, the private sector, and other stakeholders ;
  • Represent the Bank in discussions with government, donors, and other stakeholders on Forests, NRM, and Landscapes
  • Support the DRC Country Management Unit (CMU) and the SAEE3 in general in the country dialogue and corporate commitments related to forests, climate change and natural resources management.

Selection Criteria :

  • A Master’s degree or above in forestry, natural resource management, ecology, agronomy, agroforestry/pedology, geography, or similar relevant disciplines ;
  • Minimum of 8 years of professional experience in the forestry and natural resources management sector, including proven experience in forestry and community-based development ;
  • Work experience in international development, inter-governmental or regional or global organizations is essential ;
  • Knowledge of climate change and integrated landscapes is highly desirable ;
  • An understanding of REDD+ as a policy instrument, including the use and design of jurisdictional REDD+ Emission Reductions Programs will be an advantage ;
  • Familiarity with FCPF and BioCF objectives and portfolio, and emerging guidance for pilot programs under the Carbon Fund of the FCPF is desirable ;
  • Familiarity with sustainability issues surrounding forest management, and a good working knowledge of wildlife and biodiversity conservation. Knowledge of collaborative management partnerships will be an advantage  ;
  • Understanding of the programmatic approach to forests and natural resources management in the context of multi-sectoral approaches and using various sources of financing ;
  • Field experience in land use, land-use change and forestry areas is required ;
  • Strong client orientation with the ability to build an understanding with implementing agency counterparts and development partners on the value-added of Bank products  ;
  • Excellent written and verbal communication skills in French and English. Basic working knowledge of Portuguese will be an asset ;
  • Proven leadership and management capacity ;
  • A drive for results while working with limited supervision and under tight timelines.
