Recruitment of Senior Mobile Applications Developer

  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Senior Mobile Applications Developer ; 
  1. The objective of the consultancy will be to lead the design, development and maintenance of Android and iPhone apps. The developer will lead the entire app lifecycle right from concept stage until delivery and post launch support. 

In that regard, the services required will include the following : 

  • Requirements Gathering and Specification : review and document the requirements submitted by the Bank’s users ;
  • Design and code Application : map the requirements specifications onto application/system design, develop code, and provide documentation of processing scenarios and use cases ;
  • Knowledge Transfer : ensure proper knowledge transfer to the Bank’s staff throughout the project implementation period ;
  • Support after Go-Live : provide onsite/offsite support after the go-live of the developed solutions/systems.

The consultant’s duties will be as follows :

  • Design and build iOS, Android and cross-platform mobile applications ;
  • Produce fully functional mobile applications while writing clean code ;
  • Gather specific requirements and suggest solutions by the means of prototyping and wireframe ;
  • Write unit tests and UI tests to identify malfunctions and fixe any encountered issues and bugs ;
  • Troubleshoot and debug to optimize performance ;
  • Design interfaces with modern UI design to improve the mobile and user experience ;
  • Working along the web developers to create and maintain a robust framework to support the apps ;
  • Ability to liaise with Product development team to plan new features ;
  • Use appropriate tools to deploy completed solutions available on a development and staging server ;
  • Should be available to work on one or more projects as a project team member ;
  • Provide guidance and assistance to colleagues in any aspect of program design, creation, testing and documentation and user adoption.
  1. Required skills and qualifications : 
  • Master’s degree or equivalent in computer science, software development ;
  • Minimum of 5 years’ experience in mobile solutions development ;
  • Professional Certification on mobile solutions development is desirable ;
  • Demonstrable portfolio of released applications on the App store or the Android market ;

Good skills on : iOS : Strong Object-Oriented design and programming skills with Objective-C and Swift 

  • Familiarity with iOS SDK (UIKit, Cocoa Touch, Core Data, Core Location, etc) ;
  • Familiar with Xcode and other cross-platform mobile development IDEs.

Android :

  • Strong Object-Oriented design and programming skills in Java (J2EE/ J2ME) ;
  • Familiar with the Android SDK and Xcode ;
  • Knowledge of SQLite, MySQL or similar database management system.

Cross-Platform :

  • Ability to program with Xamarin and other cross-platform tools ;
  • Proven experience with React, Node.js, and latest mobile development technology ;
  • Experience with SAP Cloud, Azure, MS Itune and Workspace One is desired ;
  • Excellent troubleshooting and debugging skills ;
  • Experience of working with the AGILE methodology ;
  • Strong commitment to project objectives and deadlines ;
  • Excellent communication skills, oral, written and presentation  ;
  • Has good interpersonal skills and communication skills (to both technical and non-technical audiences) ;
  • Proven ability and initiative to learn and research new concepts, ideas (uses cases), and technologies quickly ;
  • Self-management and strong organization skills.
  1. The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, etc.) ; 
  1. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ; 
  1. The duration of services is twelve (12) months, and the estimated starting date is 04 July 2022 ;
  1. Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours: from 08:00 to 17:00 hours, Abidjan Local Time ; 
  1. Expressions of interest must be received by email at the address below no later than Friday, 17 June 2022 at 17:00 hours, Abidjan local time and specifically mentioning “Expression of Interest – Senior Mobile Applications Developer”.

  1. ESTABLISHMENT OF THE SHORT LIST :

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume :
