Description :

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI is currently seeking an outstanding Data Analyst for the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID) in Niger.

CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country’s own health trends and priorities.

The Program Officer will work closely with the project Finance and Operations team providing support to the local Niger team, headquarters team, and country technical staff to help ensure proper implementation of CHISU in Niger. The Program Officer will work under the supervision of the CHISU Finance & Administrative (F&A) Officer in Niger.

This is a full-time position based in Niamey, Niger.

 

 

Responsibilities :

The Program Officer will assist with the following tasks :

Technical Tasks :

  • Maintain detailed and accurate record of meetings including agendas, meeting minutes, follow up/action points. Details of meetings held or canceled should also be maintained ;
  • Deliver documents to all the interested parties & similarly receive documents from both external and internal parties ;
  • Ensure that follow up of document approvals by concerned authority is done timely, consistently and keep supervisor updated as required ;
  • Assist in preparing program communication correspondences, including formulating related documents/invitations/ToR’s as needed ;
  • Other duties consistent with the overall focus of the assignment as assigned by the Resident Advisor ;
  • Promote gender equity in program implementation ;
  • Support preparation of reports and other relevant documents in French or English ;
  • In coordination with the team, ensure effective tracking of project deliverables and follow up as needed.

Financial/Administrative Tasks :

  • Serve as event coordinator, set up and organize meetings for JSI CHISU with key stakeholders and or with any other agencies or person if so requested, including organizing meeting spaces ;
  • Serve as the primary contact for hotels and meeting hall/venue and ensure payments are made in a timely manner for all actions related to project administration and operations ;
  • Solicit and collect bids, formulate bid comparison matrix, and make recommendations for hotel or meeting venue selection in accordance with JSI policies and procedures ;
  • Ensure that hotels and venue meeting vendors understand JSI procurement policies, procedures, and reporting requirements ;
  • Work in teams with other JSI CHISU staff to ensure timely procurement of services and closeout of each activity ;
  • Ensure proper documentation is gathered and filed for financial settlement and other reporting requirements ;
  • Support monthly payroll – calculate/process taxes, create the pay slip ;
  • Mail hard copy vouchers to Headquarters for Iron Mountain data storage ;
  • Other financial duties as assigned.

 

Qualifications :

  • A Bachelor’s degree and a minimum of 2 years working in the field of administration, accounting, finance, or related field is required, including relevant in-country experience ;
  • Ability to work independently with minimum supervision in a fast-paced environment is required ;
  • Excellent written and verbal communication, analytical, decision making, problem solving, and administrative skills are required ;
  • Computer skills included in MS Office (minimum of Word and Excel experience), and Internet are required ;
  • Skills in QuickBooks accounting software are preferable ;
  • Work experience with a USAID project is desirable ;
  • Excellent organizational skills and attention to detail are required; and
  • Fluent French and practical knowledge of English required.
