Position Description :

This position is for MOMENTUM Integrated Health Resilience (MIHR) in Niger, implemented by IMA World Health, with JSI, GOAL, and Pathfinder International. MIHR’s work in Niger will strengthen quality maternal, newborn, and child health (MNCH), family planning/reproductive health (FP/RH), and nutrition services and support for improved resilience, building on USAID’s extensive malaria activities among communities in Dosso, Tahoua, and Niamey. MIHR will focus on sub-national technical assistance to increase equitable access to and use of essential facility- and community-based health services, by advancing adaptive, locally owned implementation approaches tailored to the realities and needs of these fragile contexts.

The Monitoring, Evaluation and Learning (MEL) Officer based in Dosso will support implementation of program-level MEL activities. This will include overseeing program data collection and quality, strengthening DHIS2 Niger FP/RH/MNCH data, improve use of data for learning, planning and decision making, and implementation of other MEL, research, and project collaboration, learning, and adapting (CLA) activities. The MEL Officer will be supervised by the Regional Manager while technically reporting to the Senior MEL Advisor, with guidance from headquarters. This position is contingent upon funder approval of key personnel and availability of funds.

 

Key Responsibilities :

  • Support the implementation of the project’s MEL activities, including 1) monitoring of project indicators; 2) implementation of baseline and routine project monitoring assessments; 3) coordinate and strengthen data collection, data cleaning, data quality, and data analysis (quantitative and qualitative); 4) synthesizing data and study outcomes for presentation in reports and presentations; and 5) quality assurance and auditing of data ;
  • Support the implementation of the project’s monitoring, assessment, and evaluation activities, which may include routine data, performance evaluations, surveys, formative research, qualitative studies, and rapid/special studies ;
  • Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence ;
  • Conduct trainings and other capacity building efforts for staff and partners in MEL, data collection and management, and learning methods ;
  • Ensure that data from the project is collected, analyzed, and used among MIHR regional colleagues and stakeholders for learning and policy development and on-going course correcting  ;
  • Support and coordinate the work of the locally based MEL Assistants, under the supervision of the Sr. MEL Advisor ;
  • Assist in the dissemination of information on successful and promising approaches, lessons learned, and other project results to local, national, and regional-level intergovernmental bodies, donors, partners, and other stakeholders ;
  • Promote forums that facilitate collaboration, learning, and action because of this information ;
  • Other related tasks as needed.

 

Qualifications :

Education : Degree in public health, demography, sociology, epidemiology, biostatistics, or a related field

Experience :

  • Four years’ of experience in M&E and research related to large scale FP/RH/MNCH programs ;
  • Demonstrated experience and familiarity with a range of qualitative and quantitative monitoring and research, such as, collection and use of DHIS2 data, secondary data analyses, behavioral surveillance surveys, etc. ;
  • Experience in use of data for planning and decision making, facilitating and promoting use of data is desirable ;
  • Experience with USAID funded projects desirable ;
  • Experience conducting quantitative/statistical and qualitative data analysis and conducting data quality assurance (DQA) reviews ;
  • Experience developing and implementing project monitoring systems in Niger, preferably in the Dosso and/or Tahoua regions.

Knowledge/skills :

  • Excellent knowledge of data collection protocols for quality data collection and verification ;
  • Ability to analyze multiple sources of quantitative and qualitative data to identify data trends and provide recommendations on project implementation   ;
  • Familiarity with USAID reporting requirements ;
  • Proven ability to work as an effective team member ;
  • Professional oral and written communication skills in French ;
  • Oral and written communication skills in other local languages, such as Haussa, Djerma, and/or Tamacheck ;
  • Ability to read, write, and speak English is desirable ;
  • Ability to work and travel within Niger.
