Jhpiego seeks a Technical Manager (TM) to provide technical oversight and direction for project activities for an anticipated CDC Global Health Security Project in DRC. The project aims to support the achievement of the Global Health Security (GHS) targets in DRC that focus on protecting and improving health globally through regional, national, and local partnerships. Strategies to achieve this include strengthening national laboratory systems, improved surveillance systems, development and implementation of a public health workforce strategy for addressing priority diseases, improved capacity for public health emergency management, improved public health programs and facilitation or rapid response to outbreaks or other public health emergencies.

The TM will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of service delivery strategies based on scientific evidence. The TM will lead technical guidance in the development and implementation of GHSA activities. S/he will represent the project to external audiences.

This position is contingent upon award from CDC. DRC nationals are strongly encouraged to apply.

Responsibilities :

• Provide technical oversight and strategic direction to technical staff, and ensure appropriate support for the development and implementation of project activities ;
• Maintain excellent relationships with CDC and in-country stakeholders ;
• Work closely with the Project Director on setting project priorities and directions, and responding to requests for support from local counterparts ;
• Provide technical support to M&E staff to design and implement a plan to track data/results ;
• Provide technical leadership to the development the project strategic plan, work plan and project monitoring, in close collaboration with the MOH, CDC and other stakeholders ;
• Ensure timely implementation of all project inputs related to GHSA, including planning and implementing assessments, site strengthening, follow-up and supervision, advocacy, policy support, and M&E, across project sites ;
• Assist in the preparation of donor and project reports ;
• Lead analysis and use of project data to further strengthen project implementation ;
• Ensure availability of resources/facilitate the procurement of equipment and supplies required for project implementation ;
• Author/co-author abstracts, presentations, and articles for journals and conferences ;
• Supervise technical staff ;
• Manage technical contributions of subgrantees, including defining scopes of work ;
• Maintain excellent relationships with CDC and in-country stakeholders and develop rapid responses ;
• Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with MOH, donor and other stakeholders.

Required Qualifications :

• Advanced degree in public health, or a related field ;
• At least 10 years’ experience in working on large technical projects and managing teams ;
• Experience building capacity at individual and organizational levels ;
• Skills and experience in at least two or more of the following technical areas: health workforce development, surveillance, and field epidemiology ;
• Experience with a mix of practical technical skills in health necessary for strengthening GHSA activities at the regional, national, and community levels ;
• Demonstrated experience in building and maintaining professional relationships with governments, NGOs, and communities ;
• Demonstrated in-depth understanding of DRC health care system ;
• Strong oral and written communication and presentation skills in French and English ;
• Strong skills in word processing and Excel spreadsheets ;
• Familiarity with CDC or other USG administrative, management and reporting procedures and systems ;
• Proven track record managing a project team composed of several technical experts and fostering team work ;
• Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector ;
• Proficiency in Microsoft Office.
