Overview :

Sr. Advisor I, Measurement and Learning needed to provide direct technical assistance in measurement, learning, and evaluation to Jhpiego projects and country teams as a member of the Actionable Measurement and Learning team. This includes primarily supporting projects  within Jhpiego’s francophone portfolio of global health programming in technical areas including malaria, maternal and newborn health, family planning and reproductive health, and HIV.  Sr. Advisor provides leadership and guidance to ensure best in class measurement approaches and work closely with project teams to identify and co-develop approaches to ensure the right data are available and of sufficient quality, the data are actionable, and project teams are analyzing and using data for both iterative learning and evaluation.  Sr. Advisor will also support new business development and compliance with JHU and donor policies and will support the development and implementation of a decentralized technical assistance model.

Responsibilities :

  • Supports learning activities across the francophone portfolio ;
  • Supports project teams with routine monitoring and evaluation activities, including but not limited to PMP development/refinement, work planning, budgeting for M&E, M&E system planning, DQAs, study design, protocol development, data analysis, and results synthesis and dissemination ;
  • Supports new business development efforts ;
  • Provides direct technical assistance and strategic guidance to ensure the quality and integrity of evaluation and learning activities by acting as a resource and advisor to country teams and to global activities ;
  • Supports capacity development through development of resources, tools, and provision of direct technical assistance and mentoring ;
  • Provides technical leadership and guidance for measurement, learning and evaluation activities across a project’s life cycle ;
  • Supports development evaluation and implementation science activities ;
  • Work collaboratively with the Director of Learning/DLI, Senior Directors of TLI and across technical implementation units (RMNCAH, Gender, HIV, Infectious Diseases and Malaria) to ensure division activities are well integrated, of high quality and are responsive to technical learning agendas and priorities ;
  • Provide oversight and linkages to ensure Jhpiego’s experts in evaluation, research and data compliance are aligned with donor and organizational priorities, needs and contractual requirements ;
  • In collaboration with Digital Health, GPO, and ISTS provide coordinated guidance to project teams on data solution options and recommendations for different settings and budget thresholds.

Required Qualifications :

  • Proficient French language skills ;
  • Advanced degree in public health or related field ;
  • 12 years of progressively responsible monitoring and evaluation experience in the international public health management arena ;
  • Strong ability to demonstrate flexibility, adaptability and teamwork ;
  • Strong technical and programmatic background in monitoring and evaluation, especially management and the provision of technical support to country programs ;
  • In depth understanding of USAID and other donor systems, structures and processes ;
  • Strong writer (technical reports, peer reviewed publications) ;
  • Experienced with quantitative data and quantitative analysis ;
  • Team player who is comfortable working in a dynamic and evolving environment ;
  • Ability to work under pressure ;
  • Excellent communication skills, diplomatic ;
  • Strong change management, results oriented and decision-making skills ;
  • Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings ;
  • Ability to travel up to 30%, primarily to developing countries.

Preferred Qualifications :

  • Prior experience supporting M&E for malaria, MNH, FP and/or HIV
  • Knowledge of PEPFAR reporting
  • PowerBI development
  • Research design
  • Proposal development
  • Capacity development/mentoring
  • Experience with compliance (e.g. IRB).
