Job Description :

The goal of CYPD Sector in Ethiopia is Children and youth among refugees, conflict affected populations and under-served local communities learn the skills and knowledge needed for their own development in an environment that is safe and protective.

The IRC’s CYPD sector projects provide assistance for refugee, local community and disaster affected communities in SNNP, Tigray, Somali and Benishangul-Gumuz Regions.

Youth and Livelihoods: To assist youth to develop the life skills necessary to make smooth life transitions into adulthood and contribute to the stability and development of their own community

Education: To increase access to and quality of education for children, out-of-school youth and young adults within environments that are secure and promote the mental, emotional and physical wellbeing of learners.

Child Protection: To enhance the protective environment for children in the community that provides appropriate responses to harmed and at risk children and provides development opportunities for all children.

Through this project, the IRC will provide targeted support to 1500 women and Youth in Meskan and Siltie in Gurage and Silti zone respectively. The project will establish inclusive economic programs that create employment opportunities for potential migrants and returnees especially women and youths, in SNNPR by strengthening the capacities of local vocational training providers (TVETs) and promoting public private partnerships (PPPs) in strategic economic clusters.

Under the supervision of the SINCE Manager, the EDE officer will be responsible for the implementation of Stemming Irregular Migration in Northern and Central Ethiopia (SINCE) project particularly focusing on facilitating wage employment and enterprise development opportunities for vulnerable women and youth at risk of irregular migration in Meskan and Siltie woredas. She will be responsible to work with public employment services, TVETs and chamber of commerce at the two woredas to foster wage employment and self-employment for the target youth.

The EDE Officer will report to the SINCE Manager in Hawassa and collaborate with the EDE and CB project officers to ensure program quality and adherence to work plan.

 

Key Responsibilities will include but not limited to :

  • Identify potential private sectors and prospective employers to create linkages for youth graduates from TVET College. Business development support (BDS) providers and private sector partners ;
  • Work closely with Butajira and Worabe TVET and follow up TVET youth trainees and keep the track of the trainings and facilitate linkage to wage employment once they graduate ;
  • Work closely with IRC finance team and facilitate employment and apprenticeship vouchers ;
  • Organize job fairs and consultative meetings with potential employers and private sector partners ;
  • Assess job searching agency and other private sector partners and facilitate linkages to TVET graduates with wage employment ;
  • Provide BDS support for the existing and newly identified SMEs ;
  • Ensure the implementation of BDS support recommendation and based on the BDS recommendation organize the SMES by cluster for material and equipment support ;
  • Identify market driven value chain and organize the youths by cooperative and ensure youths live improved life by earning better ;
  • Draft monthly, quarterly and annual progress reports and provide analysis and recommendation on the offered ;
  • Collaborate with SINCE partner staffs livelihoods team at respective intervention areas and work closely with regional, zonal and woreda local government stakeholders ;
  • Prepare and submit success as well as challenges of the program implementation along with monthly, quarterly and annual progress reports .

 

Program Administration :

  • Prepare and submit, monthly and 3 month work plans in a timely manner and incorporate manager feedback ;
  • Compile and summarize monthly incident statistics and submit an overall monthly report to the SINCE Manager .

 

Financial and Logistical Responsibilities :

  • Estimate quarterly program purchase requests according to the field requirements and submit requests on time  ;
  • Monitor supply and logistical needs of project and ensure adherence to all relevant IRC logistic policies ;
  • Ensure that all relevant financial documentation is complete and submitted to finance in a timely manner as required by IRC finance policy ;
  • Monitor budget through documenting and following up on purchase request and reviewing the BVA each month to closely track spending on program lines.

 

General Responsibilities :

  • Communicate program progress, constraints, needs identified and any other matters pertaining to the operations of the program to the SINCE Manager ;
  • Foster a team spirit among SINCE staff and work in smooth partnership with Enterprise Development and Employment officers ;
  • Any other task designated by the SINCE Manager to ensure proper functioning of the program ;
  • Maintain positive coordination and relationships with partners .

 

Qualifications :

  • First Degree or second degree in business studies, social science field, education field, youth development and /or other related fields ;
  • 3 years of relevant experience with first degree or 1 years of relevant experience with second degree ;
  • And NGO setting mainly experience on economic empowerment and vocational skills training; and employability skills training ;
  • Experience in SNNPR & knowing of the local cont ext is a plus and highly important ;
  • Proven experience in facilitation and community mobilization skills ;
  • Proven experience in supporting women and youth for their social and economic enhancement ;
  • Proven experience in coordinating various activities and various actors of implementation ;
  • Technical expertise and report writing skills ;
  • Fluent spoken and written English and Amharic ;
  • Personal qualities: promotes collaboration and coordination within and across teams, comfortable in a multi-cultural environment, extremely flexible and adaptable, ability to contribute across multiple activities and departments, extremely organized, good communication and interpersonal skills ;
  • Computer literate .
