Context :

Under the overall supervision of the Senior Resources Management Officer (SRMO) and the direct supervision of the Head, Procurement and Logistics Unit of IOM Afghanistan the successful candidate will be accountable and responsible for providing support and coordination of logistics and procurement activities in the Country Office (CO) in Afghanistan, measured by IOM Procurement and Supply Objectives and Goals as follows:

  • Best Value Sourcing and Value for Money;
  • Availability and Quality Assurance;
  • Compliance and Stewardship; and,
  • Productivity and Efficiency.

The Procurement and Logistics Unit provides procurement/contracting, facilities management and vehicle fleet management support to the CO.

Core Functions / Responsibilities :

  1. Assist the Head, Procurement and Logistics Unit in the management and implementation of IOM Afghanistan logistics/procurement activities including purchasing, contracting, facilities maintenance and asset administration to support projects implementation;
  2. Liaise with the Head, Procurement and Logistics Unit regarding all procurement, Logistics and service requirements;
  3. Be responsible for the procurement of goods both locally and internationally and ensure that the Organization’s procurement procedures are strictly followed;
  4. Issue requests for proposals to reliable suppliers, evaluate bids in close consultation with Manila Field Procurement Unit and make recommendations to the Resource Management Officer and Chief of Mission for finalization of purchases. This includes preparing technical system specifications and liaising with local administration to advice and guide on procurement processing, assist local administrators and project officers in defining and expressing functional specifications for the offices and specific projects;
  5. Implement appropriate internal control mechanism to safeguard CO’s assets;
  6. Supervise and regularly conduct physical and electronic inventory of the CO and establish a system of identification and allocation of assets;
  7. Responsible for upgrade, maintenance and repair of office facilities including preventive maintenance in close coordination with Security Unit to ensure offices are Minimum Operating Security Standard (MOSS) compliance;
  8. Maintain a close relationship with Finance to ensure that payments are processed promptly and adequately;
  9. Generate reports for donor reporting as necessary;
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Business Administration, Management, Logistics, Procurement or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience;
  • Certification in Procurement, Logistics or Supply Chain management is an advantage.

Experience :

  • Experience in managing diverse procurement and logistics operations in an international organization;
  • Experience in operational activities in a complex crisis or emergency area; Knowledge of asset management processes and procedures;
  • Excellent level of computer literacy and advanced knowledge of SAP/PRISM.

Languages :

  • IOM’s official languages are English, French and Spanish;
  • For this position, fluency in English is required (oral and written). Working knowledge of Dari, Pashtu, French and/or Spanish is an advantage;
