Context :

The International Organization for Migration (IOM) is the UN Migration Agency. With 172-member state it is committed to the principle that humane and orderly migration benefits migrants and society. Established in 1951 and now active in over 400 field locations worldwide, IOM works with partners, government and civil society to :

  • Assist in meeting the operational challenges of migration and mobility ;
  • Advance understanding of migration issues ;
  • Encourage social and economic development through migration; and
  • Uphold the human dignity and well-being of migrants and mobile populations.

IOM’s Regional Office for the East and Horn of Africa supports and monitors the following countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, United Republic of Tanzania and Uganda. Through a team of specialists, and under the direct supervision of the Regional Director for the East and Horn of Africa, the successful candidate will support the development, implementation, monitoring, reporting and evaluation of projects and initiatives undertaken by country offices and regional programmes.

Core Functions / Responsibilities :

  1. Coordinate regional thematic specialists and other technical and support staff to develop, implement and evaluate programmes/projects, etc ;
  2. Identify priorities, problems and issues to be addressed and advise on or take corrective action ;
  3. Support regional strategic planning exercises, and provide support for country level strategic planning, as required and in collaboration with the Regional Thematic Specialists (RTSs); develop a corresponding regional plan of action and regularly review it ;
  4. Ensure Regional Office is a resource and capacity-building hub for programme-specific technical assistance ;
  5. Oversight of programme and project activities within the region and accountability, timeliness and quality of reporting, and appropriateness of project funds management; monitor and oversee management and implementation of regional projects run implemented in the region; evaluate IOM’s performance of operational and programmatic activities in the region and develop and implement ways to increase their effectiveness ;
  6. In coordination with Donor Relations Division (DRD), relevant Headquarters (HQ) Departments, other Regional Offices, as appropriate, and the Country Offices, develop fundraising strategies and mechanisms for national, regional and global programmes and projects and assist with fundraising activities for such programmes and projects ;
  7. Lead and maintain, in collaboration with the RTSs, the establishment of systems to make regional migration trends, policy development and data widely available on a regular basis within and outside IOM in a reliable and comprehensive manner ;
  8. Support the Regional Director to develop, maintain, promote and strengthen relations and liaison with relevant counterparts in government, international organizations, civil society, the private sector and other partners at the regional level, in coordination with Departments in HQ, in particular International Cooperation and Partnerships (ICP), with a view to creating strategic partnerships and identifying opportunities for IOM activities in the region ;
  9. Identify, promote and foster strategic, partnerships with academic institutions, think tanks and research institutions within the region, and conceptualize policy-oriented research in coordination with RTSs and, where relevant, with the Regional Research Officers and/or Headquarters ;
  10. Strengthen cooperation, external relations and liaison with relevant regional bodies within the region by supporting Country Offices in their work with their respective national counterparts of regional bodies ;
  11. Oversee regional public information activities to contribute to IOM’s awareness and visibility at the regional and global levels; promote IOM and its activities vis-a-vis counterparts in government, international organizations, civil society, the private sector and other partners at the regional level ;
  12. Collect and manage knowledge and sustainable practices and make these available to relevant Departments in Headquarters, other Regional Offices and Country Offices ;
  13. Performs such other duties as maybe required.

Required Qualifications and Experience :

Education :

  • Master’s degree in International Development or Relations, Humanitarian Assistance, Social Science or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience :

  • Working experience with UNs and/or International NGOs on research or project development, reporting or donor fundraising and donor reporting;
  • Excellent writing, communication and negotiation skills;
  • Strong analytical and creative thinking skills;
  • Personal commitment, flexibility, efficiency and drive for results; ability to perform research and make effective decisions under time pressure;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Ability to supervise and direct staff;
  • Stamina, determination, commitment and adaptability in the workplace;
  • Drive for results and effective resource management skills;
  • Operational experience in the East Africa an advantage.

Languages

  • IOM’s official languages are English, French and Spanish ;
  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
