Context :

Under the overall guidance of the Deputy Chief of Mission (DCoM) in Bangladesh and the direct supervision of Senior Resources Management Officer, based in Cox’s Bazar, the successful candidate will be responsible and accountable for managing the budgetary, financial, human resources and administrative functions of the sub-office.

Core Functions / Responsibilities :

  1. Monitor and oversee the financial management for all activities including the oversight of financial expenditure and accountability; and in coordination with the SRMO, IOM Bangladesh and DCoM undertake financial analysis of all activities for Cox’s Bazar Sub-office ;
  2. In coordination with the SRMO prepare donor financial reports in accordance with IOM regulations and established procedures ;
  3. Maintain appropriate internal controls to safeguard the organization’s assets, control cash and prevent fraud ;
  4. Assist the SRMO and the DCoM in the preparation of Programme and Budget reports and proposals and review monthly accounts of the sub-office ;
  5. Supervise the management of the treasury by forecasting cash flows according to activities in Cox’s Bazar sub-office and ensuring daily control of funds disbursed; ensure funding is received in accordance with donor agreements ;
  6. Oversee budget control process and analyses variances between budget and actual expenditures based on the donor agreement ;
  7. Assist SRMO and DCoM in the preparation of budget for new projects involving activities of Cox’s Bazar ;
  8. Ensure that sector managers comply with general instructions of IOM and relevant permanent instructions for the whole mission, namely the areas of general administration, finance and
    human resources ;
  9. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria ;
  10. Assist DCoM and SRMO in managing the human resources functions and make recommendations on recruitment, retention, promotion, and separation of staff. Apply internal HR policies, rules and regulations and make recommendations for resolving difficult or sensitive vases, in coordination with SRMO ;
  11. Supervise and train local staff on IOM’s administrative/financial policies and procedures; and in coordination with DCoM & SRMO evaluate monthly financial reports for all projects and take action to resolve anomalies and unusual trends ;
  12. Undertake regular travel to the field in view to building financial management capacity of Admin/Finance staff in the field, ensuring that IOM rules and regulations are followed and in coordination with SRMO, DCoM and Procurement/Logistics Officer performing spot checks to service providers/contractors on financial part of project implementation ;
  13. Ensure validity of contracts with suppliers of goods and services as well as related administration authorities in cooperation with SRMO, Procurement and Logistics Officers ;
  14. Perform such other duties as may be assigned.

 

Required Qualifications and Experience :

Education :

  • Master’s degree in Accounting, Finance, Public Administration or Business Administration or related field from an accredited academic institution with five years of relevant professional experience ; or
  • University degree in the above fields with seven years of relevant professional experience ;
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience :

  • Experience in management, humanitarian and complex project implementation, liaison with governments and international agencies ;
  • Practical experience in IOM Administrative and financial management, budget monitoring, cash management and internal control procedures; knowledge of IOM finance, procurement and HR procedures and rules ;
  • Experience in providing direct assistance or assistance or definitive hands on experience with refugee’s asylum seekers and other beneficiaries ;
  • Experience with project implementation, scheduling and deployment of resources;
  • Strong management capability and experience, especially in the field of humanitarian assistance.

Languages :

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.

Internationally recruited professional staff are required to be mobile.
