Context :
Under the direct supervision of the Regional Director for Central and West Africa, and the thematic oversight of the Head of the Migrant Protection and Assistance Division in Headquarters (HQ), and in coordination with the Senior Regional Coordinator EUTF-DFID, the Senior Regional Migrant Protection and Assistance Specialist (MPA RTS) will act as a regional thematic resource person. S/he will monitor and analyse regional thematic trends; support regional thematic project development; and review and endorse projects related to his/her thematic area of expertise in the region.
Core Functions / Responsibilities :
- Promote synergies and oversee appropriate coordination and information sharing on projects/programmes within the Regional Office and with the relevant service area in HQ ;
- Act as a thematic resource person providing capacity building, training, and general support to Country Offices (CO) in the Region. Contribute to building the capacities of IOM staff in the thematic area through a combination of formal training and on-the-job mentoring ;
- Work in close coordination with the Senior Regional Coordinator EUTF-DFID in order to ensure coordination and consistency among all the Regional initiatives and the EUTF-DFID portfolio, supporting as necessary, including by undertaking monitoring Country Offices if required ;
- Review, endorse, and track project proposals developed by CO in the region, and provide regular updates to the concerned HQ Division on projects endorsed. Ensure that all endorsed projects are :
- Consistent with the IOM Constitution, IOM Strategy and the Organization’s policies, thematic guidelines and manuals and any relevant national and/or regional strategies ;
- Coherent, relevant, and feasible, and take into account good practices in the respective migration/thematic area(s); and
- Developed according to IOM’s project development procedures as established in the IOM Handbook on Projects.
- Identify emerging issues relevant to the thematic area, including developments and priorities of regional and sub-regional integration processes and contribute to the development of thematic policy and reports. Monitor developments in the thematic area, in close collaboration with the Regional Liaison and Policy Officer (RLPO), CO and relevant HQ Departments ;
- Develop regional and multi-country programmes and projects in the thematic area and identify anticipated synergies between thematic areas in close coordination with the Regional Project Development Officer (RPDO) ;
- Participate in and actively contribute to IOM’s network of MPA RTSs globally, analyse and share best practices with relevant HQ Divisions and CO ;
- Develop regional thematic guidance notes, information sheets and policy documents in coordination with the RLPO, CO and relevant HQ Division(s) ;
- Provide thematic guidance to Project Managers through sharing information with the CO at the regional level and providing general technical support upon request from the field in coordination with the RLPO ;
- Ensure the delivery of quality thematic training to governments as required by CO in the region ;
- Represent IOM in the region by actively participating conferences, workshops and meetings related to the thematic area of expertise, as required by the Regional Director ;

Required Qualifications and Experience :
Education :
- Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations and or Law or a related field preferably from an accredited academic institution with seven years of relevant professional experience ; or
- University degree in the above fields with nine years of relevant professional experience.
Experience :
- Experience in migration issues (both operational and field) ;
- Experience in IOM project development and management ;
- Experience in migrant rights and vulnerability, trafficking in persons, and voluntary return and reintegration; and
- Knowledge and experience in programme monitoring and evaluation.
Languages
Fluency in French and English is required. Working knowledge of Portuguese and/or Spanish is an advantage.
