IOM seeks to recruit a Displacement Tracking Matrix (DTM) Coordinator – Beira, Mozambique

IOM :

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this  vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the overall supervision of the Chief of Mission and direct supervision of Head of Office for
Beira, and in coordination with relevant Headquarters (HQ) Units, in particular with DTM
Division, the successful candidate will be responsible for supporting all operational aspects of
the DTM operations.

Core Functions / Responsibilities :

  1. Manage the overall Displacement Tracking Matrix (DTM) Programme in Mozambique ;
  2. Supervise and manage the activities and the development of an affected area wide strategy
    of the data management and other relevant operations ;
  3. Lead on reporting for DTM reports and to ensure to the delivery of final products to be
    disseminated to the wider humanitarian community and government ;
  4. Establish and supervise the DTM Coordination officer and the field assessment teams with
    multi-layered data collection techniques to gather timely information about displacement,
    population mobility, movement flows, returnee assessments and any other sources of data
    required ;
  5. Responsible for the production of all the required high quality reports and information products on DTM, including, but not limited to, the analytical and statistical reports, displacement profiles, locality baseline assessments, maps and other relevant products ;
  6.  Develop, manage, implement, fund-raise for and report on DTM-related projects and
    programmes ;
  7.  In close coordination with the head of sub-office and RMO, ensure correct allocation of
    staffing and activities to appropriate budgets ;
  8. Regularly monitor, propose, and implement all necessary modifications in compliance of the
    information management systems and infrastructure as per IOM IT policies, standards and best
    practice for high performance, reliability and information security ;
  9.  Manage programme staff, prepare and organize training for staff on project activities on a
    regular basis ;
  10. Ensure that all personnel engaged for DTM activities are aware of IOM’s position on
    Protection from Sexual Exploitation and Abuse (PSEA) and the channels to report cases of
    PSEA ;
  11. Supervise Information Management operational and technical aspects, and directly oversee
    the DTM Coordination officer and DTM GIS & IM officer ;
  12.  Implement information dissemination tools established coordination mechanisms such as the clusters;
  13. Experience in project implementation in a humanitarian context :
    1. Experience in data collection, research, and report writing ;
    2. Experience with biometric registrations a distinct advantage ;
    3.  Experience writing technical documents, translating/planning specifications to technical briefs
      for data capture/analysis, and compiling diverse datasets ;
    4. Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook);
      and
    5.  Experience working on issues such as migration, displacement, and humanitarian assistance.

Languages :

  1. For this position, fluency in English is required (oral and written). Working knowledge of Portuguese and/or Spanish is an advantage ;

  1. Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible ;
