Description :

Context :

Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.

To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). In Senegal, migrant protection and reintegration programs intend to: provide protection and assistance to vulnerable and stranded migrants, support sustainable reintegration in communities of origin, disseminate accurate information on migration to migrants, potential migrants and communities, and collect data on migration flows to inform policies and decision-making. All actions aim to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants developed and/or strengthened in Senegal, with a view to improving migration governance.

As part of its efforts to provide sustainable reintegration assistance, IOM seeks to assist returnees in reaching a sustainable level of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allows them to cope with (re)migration drivers.

Under the overall supervision of the Chief of Mission, and the direct supervision of the Project Manager, the successful candidate will be responsible for the effective management and delivery of assistance to returning migrants. S/he will support the Field Coordinator in the planning, budgeting, implementing and monitoring and evaluation of migrants’ reintegration assistance for IOM/Senegal.

Core Functions / Responsibilities :

  1. Support the oversight and coordination of IOM caseworkers, reintegration assistants and reintegration and/or protection partners ;
  2. Establish and maintain liaison with national and state authorities, programme partners, civil society, the international community and donors to ensure enhancement of reintegration activities and visibility of activities ;
  3. Ensure the timely and effective implementation of activities in coordination with the field team. Identify problems and take actions to overcome challenges and expedite delivery ;
  4. Support and lead on the improvement of the national reintegration schemes in coordination with national counterparts (government, civil society, etc.) ;
  5. Develop, enhance and implement national standard operating procedures (SOPs) related to return and reintegration ;
  6. Ensure supervision, training as well as ongoing counselling and guidance to staff and establish a sound case management system in compliance with IOM standards of assistance ;
  7. Ensure adequate monitoring and evaluation of reintegration activities ;
  8. Prepare quality internal and external reports on reintegration activities ;
  9. Oversee appropriate data management of beneficiaries, including entering case data into IOM databases and proper filing in accordance with IOM Data Protection Principles ;
  10. Mainstream protection into reintegration activities by ensuring the provision of adequate assistance for vulnerable categories of migrants, such as victims of trafficking, unaccompanied migrants and migrants with psychosocial and/or physical health concerns ;
  11. Develop project concepts/proposals, resource mobilization initiatives related to reintegration, as appropriate.
  12. Review and evaluate the reintegration project proposals submitted by the beneficiaries and provide technical advice and assistance to the project’s implementation ;
  13. Ensure synergies with other reintegration projects in order to consistently provide comprehensive assistance to migrants assisted in their voluntary return ;
  14. Assess training needs on reintegration and/or protection issues and need for capacity building among local authorities, local Non-Governmental Organization (NGOs), international NGOs, and other stakeholders ;
  15. Provide technical advice and assistance, capacity building support and guidance to implementing partners and Government counterpart ;
  16. Undertake duty travel as requested ;
  17. Perform such other duties as may be assigned .

Required Qualifications and Experience :

Education :

  • Master’s degree in Social Sciences, Social Business, Natural Resources Management, Development Studies, Political Science, Urbanism or a related field from an accredited academic institution with five years of relevant professional experience ; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience :

  • Relevant experience in assisted voluntary return and reintegration, community mobilization and development, community reintegration or similar direct assistance work ;
  • Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs) ;
  • Experience in project management and monitoring and evaluation ;
  • Previous experience in liaising with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives ;
  • Relevant experience in west Africa is considered as an advantage .

Languages :

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of any local languages in West Africa and/or Spanish is an advantage.
