Context :

Launched in December 2016 with funding from the EU Emergency Trust Fund for Africa, the EU-IOM Joint Initiative on Migrant Protection and Reintegration assist migrants along key migration routes in Africa with Assisted Voluntary Return and Reintegration. It enables migrants who decide to return to their countries of origin to do so in a safe and dignified way, and to help them restart their lives in their countries of origin. This is done through an integrated approach to reintegration that supports both migrants and their communities. The Joint Initiative covers and closely cooperates with 26 African countries in the Horn of Africa, the Sahel and Lake Chad, and North Africa.

In the Horn of Africa, the Joint Initiative (JI-HoA) commenced in March 2017 with the overall objective to contribute to facilitating orderly, safe, regular and rights-based migration through the facilitation of dignified voluntary return and the implementation of development-focused and sustainable reintegration policies and processes.

The target countries for the JI-HoA are: Djibouti, Ethiopia, Somalia and Sudan. Amongst the key mechanisms through which IOM provides support in managing migration flows and in providing assistance to vulnerable migrants is the establishment and operationalization of Migrant Response Centres (MRCs).

MRCs are physical spaces in which vulnerable migrants receive direct assistance such as shelter, medical care and assisted voluntary return or are referred to partners for assistance. MRCs have originally been designed as “one-stop-shops” for the provision of information and referrals and serve as a tool through which migration data is collected. In the country of origin, Transit Centres (TCs) will provide assistance to returning migrants.

Under the direct supervision of the Senior Regional Programme Coordinator and in close coordination with the Senior Regional Migrant Protection and Assistance Specialist, the successful candidate will coordinate a harmonized regional approach to MRCs and provide technical guidance in streamlining migrant protection standards in all MRCs and TCs with a focus on supporting and harmonizing return and reintegration activities in the MRCs.

Core Functions / Responsibilities :

  1. Provide information on JI-HoA MRC and TC related activities in close coordination with the country offices ;
  2. Guide and harmonize protection provided to migrants in the MRCs, including registration, screening processes, non-food items and health and psychosocial assistance as well as the set-up/ strengthening of referral pathways for migrants with specific vulnerabilities ;
  3. Contribute to the harmonization of MRC services under the JI-HoA programme, in particular in regard to streamlining all services related to assisted voluntary return (AVRs) such as return counselling, vulnerability screenings, health screening, predeparture assistance and return assistance ;
  4. In coordination with the Regional Data Hub Coordinator and the MIMOSA staff inform on registration and data collection in the MRCs from a protection perspective ;
  5. In close collaboration with country offices assist in strengthening the systems for unaccompanied minors, including with regard to family tracing, Best Interest Determination, identification, assessment and reunification as well as strengthen services for potential VoT identified in the MRCs ;
  6. Inform and harmonize IOM’s work with consular services to issue identity papers and travel documents, including capacity building for embassies and consulates ;
  7. Conduct monitoring visits to MRCs under the JI-HoA to identify and track follow-up actions and suggest corrective actions as necessary ;
  8. Contribute to the development of standard operating procedures and capacity-building material for the MRCs for the implementation the JI-HoA activities ;
  9. In close collaboration with the country offices, identify and build on referral options for migrants from the MRC to different actors and service providers (including Government, civil-society, and private sector) based on needs identified, including through assisting with the development of new partnerships agreements ;
  10. With the country offices, provide information on public awareness and outreach activities to educate target populations on options for voluntary return through the JI-HoA, as well as issues of irregular migration, smuggling of migrants and trafficking in persons through radio, TV and social media, and other relevant communication channels ;
  11. Facilitate visibility for the JI-HoA in the respective MRCs/TCs ;
  12. Perform any other duties as may be assigned .

Required Qualifications and Experience :

Education :

  • Master’s degree in Development, Management, Political or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or
  • Bachelor’s degree in the above fields with four years of relevant professional experience.

Experience :

  • Experience in project implementation and management and in migration management ;
  • Strong analytical skills and demonstrated managerial and organizational ability ;
  • Proven experience in Government relationships, partnership building and M&E ;
  • Proven experience in data management, analysis and reporting in a humanitarian or development context ;
  • Excellent verbal and written communication skills ;
  • Expert knowledge of MS office and advanced statistical skills including knowledge of database management, statistical and project management software is a strong advantage ;
  • Demonstrated ability to meet deadlines ;
  • Knowledge and understanding of the migration issues, return and reintegration in the region is an advantage.

Languages :

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
