Context:
Irregular migration across the Central Mediterranean route is extremely dangerous for migrants: crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, The Joint Initiative aims to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants, with a view to improving the governance of migration in the region. Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Program Manager, the successful candidate will act as a Protection Coordinator in Mali under the Joint Initiative, also responsible and accountable for developing and promoting IOM’s migrants’ assistance strategy in Mali. S/he will work with government authorities and other counterparts to formulate and implement protection policies for victims of trafficking, smuggled migrants, unaccompanied minors, and migrants in distress in need of mental health support and community reintegration. Activities will be carried out in coordination with the United Nations ( UN), local civil society organizations and government counterparts.
Core Functions / Responsibilities :
- Manage the mission’s portfolio of counter-trafficking, anti-smuggling and psychosocialactivities. Coordinate the implementation of existing protection activities and develop new ones. Maintain coordination with appropriate IOM units, field offices, Regional Offices (RO) and the Headquarters (HQs) on the implementation of psychosocial and counter-trafficking activities, as well as programs targeting vulnerable groups ;
- Regularly participate in inter-agency protection fora (e.g. protection cluster, child-protection sub-cluster, gender-based violence sub-cluster, relevant task forces, etc.). Ensure that the protection needs of mobile populations and of communities affected by mobility are systematically reported within IOM and appropriately addressed through individual and/or joint activities with key counterparts ;
- Efficiently integrate protection-related variables into all types of assessments conducted by IOM Mali. Coordinate their analysis and treatment within the Organization and with other key protection actors.
- Plan and implement protection strategies, including identification, referral, and assistance activities for children (special focus on unaccompanied and separated children), victims of human trafficking and exploitation, victims of gender-based violence, and/or other survivors of violence, exploitation and abuse, in coordination with other colleagues and concerned protection actors ;
- In close collaboration with the CT and Protection and MHPSS Officers, oversee and manage case management for identification and referral of Victims of Trafficking (VOTs), and vulnerable migrants in varied mixed migration groups, and identify, screen, coordinate and ensure proper capacity development of partners in charge of shelters for migrants, in order to ensure the quality of services provided to beneficiaries ;
- Coordinate protection activities in IOM Mali sub-offices by supervising, training and guiding protection focal points in sub-offices in Gao, Tombouctou, Mopti, and Kayes ;
- Build capacities or enhance existing ones among field-based colleagues on both IOM protection modus operandi and internal guidelines, counter-trafficking IOM standards and practices as well as international protection standards (Sphere, Child Protection Minimum Standards, International Committee of the Red Cross (ICRC) Professional Protection Standards, etc.) ;
- Participate in protection-focused seminars and other meetings representing the Organization at gatherings of governmental and non-governmental entities, as requested ;
- Prepare regular reports covering protection activities; prepare briefings, statistical/narrative reports, and background information as required including specific information requested by governments and other entities ;
- Draft and coordinate cooperation agreements and Memoranda of Understanding withgovernment entities, donors, UN partner agencies, NGOs, contractors and other stakeholders, in close coordination with the Office of Legal Affairs in the Headquarters ;
- Support the expansion of IOM migrants’ assistance portfolio in Mali. Promote its effectiveness, coherence, and integrity with humanitarian and development activities.
- Undertake duty travels, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required ;
- Perform such other duties as may be assigned.
Required Qualifications and Experience :
Education :
- Master’s degree in Humanitarian Affairs and Law, Human Rights, or a related field from an accredited academic institution with five years of relevant professional experience ; or
- University degree in the above fields with seven years of relevant professional experience.
Experience :
- Experience in humanitarian affairs, emergency preparedness, protection and human rights ;
- Experience in providing direct assistance to vulnerable individuals ;
- Experience in liaising with governmental authorities, other national/international institutions and NGOs, as well as in the region, is an asset ;
- Demonstrated record of supervising staff and coordinating administrative activities ;
- Good knowledge of project formulation, administration and evaluation techniques and practices ;
- Working experience with an operational UN agency or a major international NGO in the field of protection and assistance of refugees, internally displaced people, and migrants ;
- Experience working in the field of counter-trafficking is an advantage.
Languages :
Fluency in English and French is requ consistent with organizational principles/rules and standards of conduct.
