Context:

In June 2015, the Government of Ghana and the Government of the United States of America signed the first ever Child Protection Compact (CPC) Partnership, a multi-year plan aimed at bolstering current efforts of the Government of Ghana and Ghanaian civil society to address child sex trafficking and forced child labor within Ghana and facilitates the award of up to $5 million in U.S. foreign assistance.

The IOM Ghana provides comprehensive support to the Government of Ghana in combating human trafficking. Within the CPC framework, IOM Ghana is implementing a project in cooperation with the US Office to Monitor and Combat Trafficking in Persons (J/TIP Office) to support the Government of Ghana to establish a more holistic approach to significantly reduce child trafficking, and to enhance and make more effective the efforts to prevent child trafficking, prosecute and convict child traffickers and improve the quality of protection services for child victims.

Under the direct supervision of the IOM Ghana Chief of Mission and relevant units in Headquarters (HQs) and the Regional Office (RO) Dakar, and in close collaboration with other Counter Trafficking programmes in the mission.

Core Functions / Responsibilities:

The successful candidate will be responsible for managing the J/TIP project as follows:

  1. Manage the overall implementation of the project in a timely manner and be responsible for its financial, administrative, and technical oversight in line with IOM policies and practices as well as donor requirements;
  2. Monitor project progress to document and evaluate results, increase effectiveness and take appropriate action;
  3. Ensure established Standard Operating Procedures (SOPs) are used by stakeholders to ensure timely interagency response to suspected cases of child trafficking;
  4. Support relevant stakeholders in the provision of direct assistance to children victims of trafficking assisted at a Government managed shelter;
  5. Oversee the delivery of effective training, including Training of Trainers (ToT), to key government personnel within Ghana Police Service;
  6. Provide leadership, guidance, and training to programme staff, interns and consultants;
  7. Establish and maintain strong partnerships with government entities, embassies, UN agencies, and other stakeholders in Ghana and the US;
  8. Create informational materials and ensure communication and visibility for all project components;
  9. Represent IOM at relevant seminars, meetings, and other events to promote project activities and disseminate results;
  10. Coordinate knowledge management within the project for monitoring and evaluation, team and organizational learning, reporting, and innovation;
  11. Prepare reports and ensure information exchange on operational aspects of the project between IOM, donors, and other stakeholders;
  12. Prepare and coordinate project close-out with donor and RO, including both financial and narrative reporting.
  13. Prepare and collate general and specific information on programme activities as requested by donors/external parties, IOM Missions, HQs and other internal counterparts; coordinate internal evaluation(s).
  14. Support other IOM Ghana counter-trafficking unit and activities with a view to strengthen processes and impact. Provide input into the development of mission and programme-specific policies and strategies.
  15. Undertake site visits and duty travel as required.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Development, Political or Social Sciences, International Relations, Law or a related field from an accredited academic institution with five years of progressively responsible relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Thorough knowledge of human trafficking including internal child trafficking in Africa;
  • Experience in programme management in the field of counter-trafficking, protection and/or migrants’ rights; this will preferably include experience working on a JTIP programme;
  • Ability to manage a complex programme with varied components;
  • Operational and field experience in West Africa is of interest, including in the areas of project development, advocacy and capacity-building;
  • Excellent knowledge of migration management principles, concepts and techniques.
  • Experience in liaising with government counterparts and officials at the policy and senior management levels and in organizing stakeholder meetings and workshops;
  • A thorough understanding and experience working with international human rights instruments, tools and standards with the adaptation and implementation the same in developing countries;
  • Good knowledge of Monitoring and Evaluation tools and methodologies.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
