Context :

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Emergency Coordinator, the successful candidate will be responsible for the implementation of IOM Shelter/ Water, Sanitation and Hygiene (WASH) activities in camps and out of camps in the Democratic Republic of the Congo (DRC).

 

 

Core Functions / Responsibilities :

  1. Contributes towards the development of IOM’s humanitarian response strategy, and leads the development of sector specific response plans and standard operating procedures for shelter and WASH;
  2. Manage the overall implementation of the WASH and Shelter interventions to guarantee that scope, budget, timeframe and quality are in accordance to the different projects specifications, donor requirements and IOM rules and regulations;
  3. Lead the design process and oversee compliance of all technical aspects of shelter and WASH interventions including but not limited to assessment, design, Bills of Quantity (BoQ) calculation, tendering, and technical specification with guidance from Global Shelter & settlements, Camp Coordination and Camp Management (CCCM) and WASH Support units in Geneva;
  4. Ensure a sound financial management of projects to guarantee alignment with internal and donor requirements. Ensuring that the budget lines are respected and monitor burn rates for the effective use of the funds;
  5. Manage and monitor technically and administratively the whole of the WASH and Shelter team. Ensure that adequate and relevant capacity building are provided to the members of the team. Mentor, coach and manage the staff under supervision; support the performance evaluations and oversee and help to resolve team conflicts;
  6. Liaise with other program units in the mission e.g. Camp Coordination and Camp Management (CCCM), Displacement Tracking Matrix (DTM), and protection to ensure coordinated assistance to the affected population in camps and outside;
  7. Ensure that the WASH and Shelter programmes are driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine-tuning of systems and processes;
  8. Represent IOM Shelter/WASH in all relevant forums, including cluster coordination meetings, inter-cluster meetings, and partner meetings;
  9. Ensure appropriate partnerships with national/local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange with them;
  10. Provide relevant inputs for financial and narrative reports, humanitarian sitrep, factsheet, etc as required by IOM, humanitarian and donor counterparts;
  11. Identify new funding sources and project development opportunities, new thematic areas of technical intervention and strategic partnerships that would promote the expansion of the WASH and Shelter portfolio;
  12. Liaise effectively with donors at local and regional level to advocate for adequate funding to sustain the WASH and Shelter programme;
  13. Ensure cross-cutting issues are integrated in the WASH programming such as Gender-Based Violence (GBV), Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance;
  14. Perform such other duties as may be assigned.

 

 

Required Qualifications and Experience :

Education :

  • Master’s degree in Civil Engineering, Architecture or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience :

  • Proven technical and managerial level experience in shelter and WASH intervention in emergency and conflict context;
  • Working experience with UN agencies or international organizations in shelter and WASH programming;
  • Excellent monitoring and evaluation skills, managerial skills, and ability to supervises large numbers of staff;
  • Familiarity with cluster systems, various steps of project cycle and coordination with donor, local authorities, beneficiaries and other stakeholders;
  • Experience to utilize and operate engineering-related software such as AutoCAD.

Languages :

  • IOM’s official languages are English, French and Spanish;
  • For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage;
  • Accredited Universities are the ones listed in the UNESCO World Higher Education Database (https://whed.net/home.php).
