Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Context :
The IOM Somalia mission is implementing frontline activities as well as taking the lead in coordinating the newly-activated Camp Coordination and Camp Management (CCCM) cluster to improve the coordination, delivery and monitoring of humanitarian services to vulnerable populations living in communal settings. Likewise, IOM Somalia is implementing the Displacement Tracking Matrix (DTM) program which encompasses mobility tracking, flow monitoring, and surveys components that aim supporting evidence based programming.
Under the overall supervision of the Chief of Mission, and the direct supervision of the Senior Programme Coordinator, the successful candidate will be responsible for IOM’s CCCM and DTM operations, ensuring that IOM programs are in line with the global policies and strategies.
Core Functions / Responsibilities :
Program Management :
- Manage IOM Camp Coordination and Camp Management projects, in line with the CCCM cluster policies and strategies, and in close coordination with the Senior Programme Coordinator ;
- Ensure that IOM’s CCCM program implementation is in line with global and local CCCM cluster policies and strategies. Provide expertise to the cluster, as required, in order to strengthen the overall CCCM response ;
- Manage the DTM Programme implementing all DTM components that might be deemed necessary (mobility tracking, flow monitoring, surveys and registrations) in line with DTM’s global methodologies and tools and under the supervision of the Senior Programme Coordinator – PRD) ;
- Ensure the timely production of all reporting and outputs of data collection, on behalf of the Displacement Tracking Matrix (DTM) Programme to be shared with various audiences as well as the provision of timely, accurate and adequate information to all relevant stakeholders on an ad hoc and regular basis regarding movements, new displacements, and protection trends while paying special attention to situation of vulnerable groups like the children, elderly and disabled ;
- Coordinate field data collection on the humanitarian situation of Internally Displaced Persons (IDPs) through field DTM focal points, data enumerators, and explore linkages with NGOs and Government authorities in the field ;
- Implement cross-border flow monitoring activities at border crossing points, linking flow monitoring in Somalia with neighboring countries, in particular Kenya, Ethiopia, Djibouti and the Arabian Peninsula ;
- Ensure the maintenance of organized database(s) and reporting mechanisms for all information collected on internal / cross-border movements and root causes of displacement ;
- Actively contribute to project development, fundraising, monitoring, reporting, financial management and staff recruitment and training ;
- Ensure timely implementation of all activities; oversee all financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements ;
- Closely monitor project progress; collect, compile and share information from the field teams on a weekly basis ;
- In close coordination with the Program Support Unit, ensure proper financial and narrative reporting of all CCCM and DTM projects, as required by donors ;
- Supervise the recruitment of CCCM and DTM project staff; provide programmatic and administrative guidance; build staff capacity and provide trainings as required; mentor and support staff in their development ;
- Ensure all administrative and financial processes of CCCM projects are done correctly, in a timely manner, and within budgets. Assist with planning and overseeing of procurement and logistics activities for relevant operations ;
- Closely coordinate with the DTM Regional Coordinator with regards to DTM methodologies implementation and flow monitoring programming and analysis.
Strategy and coordination :
- Contribute to and advise on IOM’s strategic planning and response through site-based approaches, as well as Urban Displacement and Outside of Camps (UDOC) methodologies ;
- Ensure close coordination between the CCCM and DTM units, and strengthen DTM’s position as a primary information management tool of the CCCM cluster ;
- Actively support the CCCM Cluster in the identification of the humanitarian needs of IDPs and in the prioritization of the areas of intervention ;
- Actively engage in activities supporting the nexus between humanitarian needs and durable solutions, focusing on the root causes of displacement in areas of origin, access to services, phases of displacement, etc. to inform development-focused interventions around livelihoods and durable solutions ;
- Actively participate in relevant interagency meetings (Government, UN, I/NGOs, other partners), including cluster/sector, working groups and task force meetings to position CCCM and DTM and follow up on resulting action points and recommendations; share meetings minutes with relevant units/colleagues ;
- Meet regularly with donors and provide briefings and updates on IOM’s CCCM and DTM activities and projects. Develop donor proposals as required based on needs and funding opportunities.
Capacity Building :
- Support Government, local authorities and other relevant stakeholders in providing awareness of CCCM and DTM programming, with specific focus on service provision and standards ;
- Organize appropriate trainings for DTM teams on issues related to protection, multi-sectorial analysis, data collection, protection principles, technological solutions to strengthen data collection, humanitarian principles, data protection, etc. ;
- Organize and participate in field visits to areas of internal and cross-border movements, as well as areas of origin for Internally Displaced Peoples (IDPs), to collect information through community assessments, focus group discussions and individual interviews ;
- Perform such other duties as may be assigned.
Required Qualifications and Experience :
Education :
- Master’s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies, Computer Science, Social Science, Information Management, Disaster Risk Management or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Expérience :
- Minimum of five years of operational experience in the field in IDP/refugee and migration related issues, including technical cooperation, project development and project/programme implementation and evaluation ;
- Experience working in international organizations, humanitarian community and familiarity with the humanitarian reform and cluster approach ;
- Work experience in liaising with governmental authorities, other national/international institutions and NGOs – experience in the region is an asset ;
- Good knowledge of UN, IOM and NGO mandates and programmes in the IDP humanitarian responses, post conflict construction and development ;
- Familiarity with financial management and good level of computer literacy, including database applications ;
- Understanding of the Information Management Cycle and familiarity with different data collection methodologies and softwares ;
- Relevant professional experience in the field is required ;
- Experience in writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis and compiling diverse datasets ;
- Experience in the development and implementation of population database a distinct advantage ;
- Working experience in the region is an asset.
Languages :
Fluency in English is required. Working knowledge of Somali, French and/or Spanish is an advantage.
