Project Background and Objectives :

IFC, the private sector arm of the World Bank Group, promotes sustainable private sector growth and is the largest multilateral provider of financing for private enterprise in emerging markets. IFC invests in private sector institutions, mobilizes private capital in local and international financial markets and provides technical advisory and risk mitigation services to businesses. IFC invests in private sector projects that are financially and economically viable and have a substantial development impact.  

The Financial Institutions Group (FIG), one of IFC’s largest industry departments, invests in numerous financial subsectors and strengthens local financial institutions through Advisory Services (AS).

The Financial Institutions Group (FIG) Advisory Services program in Sub-Saharan Africa (SSA) is concentrated on the following areas of work:

Micro, Small and Medium Enterprises (including Gender Finance and Non-Financial Services)

  • Risk Management
  • Digital Financial Services
  • Agri-finance
  • MasterCard Foundation Program: Partnership for Financial Inclusion

The team is looking to recruit a motivated Program Officer to support the team working on Digital Financial Services Practice Group with 35 projects across Middle East & Africa.  

This assignment requires a highly-motivated professional for Sub-Saharan Africa. The ETC will support project teams working on designing, processing for approval and implementing advisory projects in the region. He/she will report to the Program Manager for the Financial Institutions Group Advisory Services of IFC.

 

Scope of work :

International Finance Corporationis seeking to recruit a highly motivated professional for the position of Program Officer to support the Digital Financial Services Practice Group in MEA.  The position will be based in Nairobi, Kenya and the successful applicant is expected to have the relevant work permits.

FIG Advisory Governance :

  • Manage the PG’s project tracker on a monthly basis to update project performance;
  • Manage the program’s pipeline tracker on a monthly basis to update new projects as they progress;
  • Standardize program processes and governance tools and act as a central point person for project leads to gain access to information on tools, resources and processes;
  • Develop and maintain a process map to support the programs good governance;
  • Support development of fundraising initiatives.
  • Provide monthly analysis of budgets vs actuals on project level budget progress;
  • Develop quarterly cashflow projects for PG;
  • Monitor and update project budgets in the IFC ‘s Advisory Services Operating Portal (ASOP) based on consultation with project leaders to ensure that financial reporting is accurate, timely and aligned with financial reports produced by the finance team;
  •  Monitor and report Track Trust Fund (TF) spend and availability on a monthly basis. Alert regional hub leader when funds are running low and support process of topping up trust funds;
  • Provide support to the team for managing trust funds, charge codes and reallocating expenses as required.

Project Implementation :

  •  Lead and manage the implementation of multi-stakeholder and multi-dimensional projects, including specialists, team management, deliverables monitoring and review, results evaluation and reporting, on-going project updates including internal documents, consultant contract management, client invoicing.
  • Effectively staff the project team by assigning internal staff, and recruiting consultants or firms
  • Have overall responsibility for project design, including scope of work definition, timeline and budget setting, outcome target setting, stakeholder negotiation, Terms of Reference development and management of the resource mobilization including procurement of experts and coordination or project teams.
  • Manage client relations through open and regular communications to assess satisfaction and anticipate and respond to client needs.
  • Oversee the preparation and drafting of internal and external project documents and reports e.g project documents, legal agreements, mission reports, project supervision documents, project completion documents etc.
  •  Maintain oversight on budget and spending, including collection of cash contributions
  •  Lead the development, design, and dissemination of new tools that strengthen IFC’s delivery of the DFS value proposition;
  •  Monitor and review project implementation, scope of work and resources deployed, to ensure project qualitative and quantitative milestones are achieved, and corrective actions taken when necessary
  •  Meet with clients on a regular basis to assess project progress; continually anticipate and respond to client needs to ensure client satisfaction
  •  Supervise consultant work to ensure high quality and on-time delivery of work program
  •  Results Measurement:  Lead the preparation of the necessary supervision and completion reports; and ensure the collation of the required indicators.

 

Deliverables/specific outputs expected from consultant :

  • Project documentation such as Concept Notes, Implementation Plans, Supervision Reports, Project Completion reports.
  • Research reports.
  •  Finance reports
  •  PG heatmaps and project management updates.

 

 

Selection Criteria :

  • Bachelor’s degree in finance, business or economics or equivalent;
  • Master’s degree in finance, business, economics or equivalent
  • At least 5 years work experience in the private or public sector;
  •  Understanding of emerging markets, trends and dynamics including the challenges and opportunities of delivering consulting services to firms;
  • Excellent quantitative skills in excel and the ability to produce financial reports, budgets, and projections;
  • Excellent verbal and written communication skills in the English language, including the ability to write reports independently and develop content aimed at both internal and external audiences. Knowledge of French is an added advantage.
  • General familiarity with international best practices and global trends in Digital Financial Services and a strong willingness to learn;
  • Experience working in developing markets. Willingness and ability to travel extensively.
  • Team player with good problem solving and analytical skills, with an ability to execute the tasks timely and effectively.
  • Organizational, and communications skills, including the ability to work credibly with senior staff
  • Ability to work effectively, independently and under pressure with limited supervision.

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
