About East Africa Refugee & Host Community Program
The Program will enable better economic integration and self-reliance of refugees and host communities and aims to support the delivery of goods and services in an integrated way to both groups. The Program will target three groups of business players: for-profit private companies, social enterprises, and local and refugee entrepreneurs. The Program’s overall objective is to strengthen and deepen local markets in refugee-hosting areas in Eastern Africa by: 1) Attracting corporates and social enterprises to start up operations in these areas; 2) Expanding operations of private and social enterprises already present on the ground; 3) Growing the entrepreneurship potential of micro entrepreneurs among refugees and host communities. The success of the Program will be measured by the number of people who received access to improved services, number of jobs supported, number of firms attracted to refugee hosting areas, and value of private investments catalyzed. The program will cover Kenya, Uganda, Ethiopia, and Rwanda.
About Kakuma Kalobeyei Challenge Fund (KKCF)
The first concrete project under the Program will be the Kakuma Kalobeyei Challenge Fund (KKCF) covering Kakuma refugee camp, Kakuma town, Kalobeyei refugee settlement and Kalobeyei town in Turkana County, Northern Kenya. The target groups are for-profit companies, social enterprises and local entrepreneurs from the host communities and refugees. The KKCF will have two components:
- A rolling competitive business challenge to incentivize established companies, as well as social enterprises, to implement viable and sustainable business projects in the refugee camp and host community that have potential to raise incomes, provide jobs and/or improve living standards. The competition would be open to all companies, local, national or international, but selection criteria would, inter alia, emphasize the preference for a long-term local presence in the area.
- Investment Climate and Policy advisory intervention to work on creation of a conducive business environment in Turkana county where Kakuma is located. The component will contribute to the efforts of UNHCR and other key partners to work with Turkana county government on enabling the growth and development of host community and refugee businesses. Under this component, the specific advocacy efforts amongst private sector companies in Kenya will be carried out to share findings of the IFC market study, promote the Challenge Fund and attract companies to the Kakuma and Kalobeyei area.
Duties and Responsibilities
IFC is looking for GG-level ETC to drive the implementation and operationalization of the East Africa Refugee & Host Community Program and the KKCF, notably by engaging with the donors, the potential implementing partner for the business challenge, internal colleagues especially for the implementation of the second component and by supporting further diagnostics in Uganda, Ethiopia and Rwanda. The ETC is expected to work with a significant degree of autonomy, under the overall guidance of the Program Leader / FCS Manager.
- Co-lead the creation of the Implementation Plan for the KKCF.
- Draft legal agreements for the engagement with the donors and potential implementation partners for the KKCF.
- Lead the engagement and communication with donors to secure their funding.
- Lead the engagement and communication with potential implementation partners for the KKCF to finalize details of the business competition.
- Lead the engagement with the IFC team working on the investment climate improvement component of the KKCF.
- Co-lead the engagement with other internal initiatives for advisory or investment interventions in Kakuma and Kalobeyei area.
- Co-lead diagnostics of private sector interventions in Uganda, Ethiopia and Rwanda.
- Co-lead the development of ideas and innovations for private sector interventions in Uganda and Ethiopia under the Partnership with The Netherlands.
Selection Criteria
In addition to the WBG-wide core competencies listed below, the successful candidate will have the following qualifications, experience, skills and personal attributes:
- Advanced degree in a relevant discipline (Masters or PhD) and at least 12 years of operational experience.
- Solid understanding of the private sector and refugee matters. Ideally, has already demonstrated ability to design private sector interventions in refugee hosting areas.
- Work experience at a development financier, in the private sector and ideally also at a donor.
- Experience with UN-Partnerships.
- Ability and willingness to work in remote and fragile areas.
- Ability to operate with diverse counterparts with tact and diplomacy.
- Ability to deliver in a dynamic environment with multiple demands and quick turnaround of outputs.
- Ability to work under pressure while retaining perspective and professionalism.
- Results oriented, with an ability to work independently as well as devise and produce results in collaboration with departments across the WBG.
- Excellent report writing and communications skills in English
