CONTEXTE DE TRAVAIL :

Handicap International is an independent and impartial international solidarity organization, which intervenes in situations of poverty and exclusion, conflicts and disasters. Working alongside people with disabilities and vulnerable populations, it acts and speaks out to meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
The network of eight national associations (Germany, Belgium, Canada, the United States, France, Luxembourg, the United Kingdom and Switzerland) works constantly to mobilize resources, to co-manage projects and to spread the principles and actions of the organization.

CONTEXT:

Overall, the responsibility of a Global Specialist at HI is to “develop and improve the professionalism of HI and the reputation that results from it in their specific area of expertise”. Specialists guarantee the quality of the approaches and the content of the projects. They also contribute to the development and promotion of professional positions and know-how in line with the values and mandate of the organization.

Role

Under the supervision of the Social & Inclusion (S&I) Technical Director, the BANEREI (Basic Needs, Economic Recovery, Economic Inclusion) Unit Manager leads the team of Global Specialists & Policy Development Officers, sets the Unit strategy, goals, and frameworks for successful project implementation and for improving internal and external positioning of HI in the areas of expertise covered by the BaNEREI unit.

The role of BaNEREI / Livelihood manager at HI is twofold as it combines management responsibilities and technical expertise. In terms of the later, the manager fills the role of Economic Inclusion Specialist and provides technical guidance to field programs and projects notably to the ones implementing economic inclusion activities under Luxembourgish contracts (AC5 and AC6). S/he represents also the technical expertise from HI and contributes to technical networks and external communication in Luxembourg.

As per September 2022, the team comprises 6 people:

  •  1 Economic Inclusion Global Specialist
  •  1 Economic Inclusion Policy and Development Officer
  •  1 Emergency Cash & Market Recovery Global Specialist
  •  1 Emergency Basic Needs Global Specialist (covering WASH, Shelter & NFI and Food)
  •  1 Food Security Global Specialist
  •  1 WASH Global Specialist

The scope of the Unit expertise is broad, ranging from basic needs (WASH, Shelter & NFI, and Food Security) to market recovery, inclusive graduation programming, self-employment and wage employment (including vocational training and financial inclusion). Thus, the Manager ensures consistency and continuity among the subsectors as well as between emergency and development contexts, with a strong focus on promoting Nexus approaches. Due to the specific HI strategy on the response to basic needs, the Manager establishes effective channels of collaboration with the HI Emergency Division for the implementation of the said strategy and related activities.

 

DESCRIPTION DE POSTE :

YOUR MISSION:

Your main missions and responsibilities will be

1. Management (35 %)

  •  Steering
  •  HR Management
  •  S&I COMEX and strategic opportunities
  •  Pilot the development of the BaNEREI expertise

2. Technical unit business development (15%)

  • Define a growth strategy in order to identify major opportunities and/or new projects to be developed (in close collaboration with the S&I
  • Director, the Policy and Development Lead and the Institutional Funding team and the DAN if necessary on his market).

3. Technical guidance to HI field program and projects (40%)

  •  Contribute to the definition of quality frameworks and standards on economic Inclusion subtopics
  •  Provide strategic technical guidance on key programs implementing economic inclusion
  •  Contribute to the improvement of technical know-how through the development of lessons learned, research and innovation projects within the scope of the Unit when relevant (in close link with 3I Division)
  •  Facilitate the professional development in economic inclusion

4. Policy and external representation (10%)

 

PROFIL ATTENDU :

DESIRED PROFILE:

  •  Master’s level economic background, with minimum 10 years experiences in the implementation of projects related to economic inclusion
  •  Knowledge of and experience in the inclusion of marginalized populations, especially disability inclusion and disability rights
  •  Experience in providing capacity building and developing technical guidance and training
  •  Proficiency in written and oral institutional communication, in French and in English (Spanish is a plus)
  •  Strong communication skills to work efficiently with a remote and intercultural team
  •  Know how to negotiate, manage problems and conflicts. Set a standards, rules and clear boundaries.
  •  Can accompany, motivate a person / group. Adapts his/her leadership to the group
  •  Strong organizational, planning and project management skills
  •  Promote participation and cooperation in the activities of his/her sector of services and in multidisciplinary / sectoral work
