GGGI :

Purpose :

• Strengthen country capacity of the NDA by enhancing coordination mechanisms and NOL procedure following multi-stakeholder input ;
• Commence the development of the monitoring and oversight system for GCF support to Uganda ;
• Support the NDA to establish a broad-based multi-stakeholder engagement process. This includes the update of the GCF Country Programme ;
• Support the Kampala Capital City Authority (KCCA) to build capacity to meet GCF accreditation requirements, including support for the development of their pipeline of climate change projects. At least three projects will be developed into concept notes ;
• Support to establish the accreditation application status of NEMA and build capacity to meet GCF accreditation requirements ;
• Support to establish the accreditation application status of UDB and build capacity to meet GCF accreditation requirements ;
• Develop at least Ten (10) concept notes for climate change mitigation and adaptation projects in priority sectors for submission to the GCF ;
• Make substantial technical input in the development of new bankable projects under the Uganda country programme ;
• Provide technical advice to the Country Representative and the Programme lead and on the implementation of the readiness project under the GGGI country portfolio ;
• Ensure an enabling environment for crowding-in private sector investments at national, regional and international levels exists.

Engagement :

Working with the NDA, GGGI, consultants and partners at all stages in the project development process by providing technical inputs on climate change adaptation or mitigation to bolster the quality of proposals and ensure alignment with both GCF and GGGI’s strategies and policies ;

Working closely with the Project Inter-ministerial Committee and GGGI to assure the overall direction and integrity of the project; and Project administration.

Roles :

• Maintain regular and constructive contact with other national and international organizations working on climate change projects in Uganda ;
• Participate in the ISC engagements and act as the Secretary of the Inter-Ministerial Standing Committee (ISC) and execution of their recommendations ;
• Facilitate effective communication and decision-making between the ISC, GCF, GGGI, NDA and all stakeholders to ensure ongoing stakeholder cohesion and effective process management ;
• Represent GGGI externally as delegated by the Country Representative including but not limited to donor meetings, project areas etc ;
• The Project Manager shall assist to design, develop, write concepts or full proposals for and carry out financial/economic analysis ;
• Engage the private sector to improve the availability of finance for climate change projects and help overcome the dependence on international development partners and government for climate finance. At least on out of the 10 concept notes developed under outcome 4 will demonstrate strong private sector commitment to invest in this project ;
• Provision of direction and guidance to project implementation team and responsible parties;
• Identification and obtaining any support and advice required for the management, planning and control of the project.

Delivery :

The candidate is expected to deliver the following :

• An agreed upon Workplan for the period 2019 – 2020, and any future joint workplans for the GGGI-NDA cooperation ;
• Identification and advice on 1) the need for adjustments to the workplan 2) opportunities for innovation and 3) new cooperation and project opportunities resulting in adjusted agreed upon Workplans (the workplan will be regularly adjusted by the Candidate and his/her team in close cooperation with NDA) ;
• All deliverables as agreed upon in the workplan are delivered with high quality, within budget and the agreed upon timeline. This includes (but is not limited to) the design and implementation of the Budget Tracking Policy, the GCF operational mechanism, the GCF Country Program, the GCF policy and process of proposal/concept reviews and the issuance of the No-Objection-Letters (NOL), the design and development of the GCF project pipeline, the design and development of the NDA’s website and communication strategy – all within the identified legal framework of Uganda ;
• Develop the M&E Framework and tools based on existing monitoring and evaluation practices and aligned with GCF requirements. Continuous M&E and risk analysis will be executed to be able to flag and advice upon any necessary deviations from the original workplan ;
• The Candidate is responsible for all deliverables as stated in the proposal submitted and approved by the GCF including all GCF related reporting requirements (both financial and technical) ;
• Maintain strong working relationships with key officials in governments particularly MOFPED/NDA, KCCA, NEMA and UDB and other relevant public and private institutions. Ensure all stakeholders are and remain satisfied with GGGI’s service delivery, contributing positively to GGGI’s reputation ;
• Ensure that knowledge exchange, capacity building and communication strategy are successfully implemented ensuring GGGI’s visibility both in Country as well as internationally ;
• This includes multiple capacity building workshops, high-level multi-stakeholder dialogues, focus group discussions, an exchange visit and exposure (communication) for the NDA, ISC, DAEs as well as GGGI.

Qualifications :

• Master’s Degree or equivalent in Environment Studies, Sociology/Anthropology/Social Development, International Development/Affairs, Public Policy, Economics, Development Studies, Urban Management/ Planning ;
• Preferably 7 years of relevant experience in developing countries with good knowledge of one or more regions where GGGI is active at senior levels (e.g. leading projects) ;
• At least 7 years of programming experience in the development arena of Uganda. S/he is expected to be technically competent in at least one of the sectors featured in the Pacific NDCs or likely to be added into future NDCs (e.g. energy, transport, forestry, agriculture, oceans, adaptation, etc.) ;
• Ability to engage the private sector to become project partners, co-developers, investors, etc. ;
• Experience superintending planning and budgeting functions in institutions that have an environmental services focus is desirable ;
• Holds managerial responsibilities for program planning, budgeting, reporting and staff coordination ;
• Experience in stakeholder engagement and working on inter-institutional programmes ;
• International experience working in several countries, including countries where GGGI is present is a plus ;
• Experience in providing executive/management support to high-level oversight committees ;
• Excellent written and verbal English communication skills is a must ;
• Ability to lead and work effectively with people from diverse cultural and professional backgrounds.

• Experience in mobilization of resources from financial institutions and development partners ;
• Experience in participating in the development/preparation of pipeline projects ;
• Experience in undertaking/leading functional research (e.g. baseline, mid, end evaluations) in Uganda ;
• Excellent facilitation and capacity building skills.
