Position Title : Program Manager (1 position)

FHI 360 is seeking a qualified candidate for the position of Program Manager (SPO) on the USAID Open Doors Project (ODP) funded by PEPFAR/USAID targeting key populations with comprehensive HIV prevention, care and treatment services in 8 districts of Zambia. The ODP (2016-2021) has been extended to December 31st, 2022.

Basic function :

The USAID Open Doors Program Manager will supervise site coordinators and provide program management oversight to the USAID Open Doors Project sites and Community Resource Partners (CRPs) particularly focusing on strategy development, technical assistance coordination and ensuring strong collaborations with Government, local implementing partners and related agencies. The Program Manager will coordinate inkind grant to DHO and track the technical assistance strategy, respond to capacity building needs of CRPs and other local partners, monitor progress and compliance, conduct quality assurance, evaluation and reporting. The incumbent will assist with establishing and maintaining strong collaboration and networking with a variety of stakeholders at provincial and district levels and will liaise with all USAID Open Doors Project technical and program staff.

Duties and responsibilities :

Provide leadership, supervision of the program activities in all project sites and liaise with FHI 360 technical and program staff on identified needs Provide program management coordination oversight to the USAID Open Doors Project at district level, particularly with District Health Offices (DHO), local implementing partners and Community Resource Partners (CRPs) Facilitate implementation and tracking of in-kind grant by DHOs to ensure that supported activities contribute to the achievement of the USAID Open Doors Project objectives. Manage requests for support and technical assistance (TA) from the Community Resource partners and track responsiveness and progress. Support Economic Strengthening activities at site level and identify capacity building needs for the groups and leverage Private Public Partnerships for support.

Carry out a first line review and editing of monthly and quarterly reports from IPs and M&E before submission to DCoP for consolidation. Facilitate timely submission of cost share documentation by sites to FHI360 for processing.

Represent FHI 360 in key technical working groups (TWG) at national and provincial level.

Participate in review of sub-awards, coordination, implementation, monitoring and evaluation.

Contribute to body of new evidence through knowledge sharing platforms, e.g scientific abstracts to national and international conferences and FHI360 knowledge sharing platforms

Perform other duties as assigned.

Knowledge, skills and abilities :

Work independently with initiative to manage different partners. Superior written and oral communications skills. Experience in providing program management support to development projects. Experience in working on programs funded by US government or other international donors. Knowledge of health programs (HIV/AIDS, reproductive health, family planning, public health, international development, and/or social science research) in developing countries particularly HIV/AIDS. Sensitivity to cultural differences and understanding of the political, legal and ethical issues surrounding HIV/AIDS. Financial management, research, report writing and/or analyses. Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements. Work well in cross-cultural settings. Ability to travel at short notice.

Qualifications and requirements

Masters or MBA in management, public health or social sciences. At least five years of experience with NGOs or INGOs involving program implementation and management, preferably in HIV/AIDS prevention and care program. Experience in program management, monitoring and evaluation and reporting in diverse settings. Ability to manage and/or support capacity building interventions.
