We are currently seeking a qualified candidate for the Monitoring and Evaluation Expert position for an upcoming FCDO-funded Public Financial Management (PFM) and service delivery programme in Kinshasa, South Kivu and Kasai, DRC. This position is contingent upon award of this project to FHI 360.

Project Description

PARI-TACS aims to improve public financial management (PFM) and the governance of service delivery at a provincial level, by improving provincial and local government capacity to deliver services and improving the ability of civil society to hold provincial and local government accountable to deliver these services. Evidence shows that to support improvements in service delivery and PFM, it is necessary to support both supply (Government) and demand (Civil Society) side interventions. PARI-TACS will focus proactively on improving the inclusion of women and other marginalised groups in PFM and the governance of service delivery. The overarching outcome for the PARI TACS project is to improved capacity of sub-national and national institutions to be more accountable and effective in the management and delivery of public services.

Job Description:

The MEL Manager will be responsible for the design, coordination, and implementation of the monitoring and evaluation, research, and learning framework of the PARI-TACS Project. They will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project.

Key Responsibilities:

Monitoring and Evaluation Design and Implementation:

  • Develop the overall framework for project M&E in accordance with the project log frame;
  • Guide the process for identifying the key performance questions, indicators and parameters for monitoring project performance and comparing it to targets;
  • Design the framework for the physical and process monitoring of project activities.

Data Management:

  • Review the quality of existing social and economic data in the project area, the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation;
  • Collect data regularly to measure achievement against the performance indicators;
  • Maintain and administer the M&E database; analyse and aggregate findings.

Capacity Building:

  • Train the project and government staff on M&E functions as required;
  • Identify the need and draw up the Terms of Reference (ToRs) for specific studies; recruit, guide and supervise consultants or organizations that are contracted to implement special surveys and studies.

Learning and Reporting:

  • Regularly review and analyse the data for impact evaluation;
  • Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action;
  • Guide reporting processes amongst technical staff and consolidate programme reports.

Technical Requirements:

  • Works on problems of complex scope that require evaluation of variable factors.
  • Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for
  • obtaining solutions, with little supervision.
  • Networks with key internal and external personnel.
  • Decisions may cause delays or failure to achieve results that impact departmental goals.
  • Provides input to senior technical leadership on national guidelines and normative policies
  • for subject matter areas of expertise.
  • May interpret findings and make recommendations for improvements.
  • Performs other duties as assigned.

Project Design Implementation:

  • Leads the creation of the technical portion of the project plan of a complex project within the given resource and financial constraints.
  • Oversees all day to day technical and activities in the local region.
  • Coordinates with technical and programmatic staff members to ensure that activities are
  • performed as per award requirements and consistent with FHI 360 policy.
  • Oversees staff members’ assignments.
  • Defines and develops solutions for major business or functional challenges.
  • Contributes to planning and making recommendations for programme project implementation.
  • Influences design and scope of initiatives and programmes.
  • Develops strategies and tools for the design and implementation of specific technical
  • components.
  • Ensures technical implementation is consistent with best practices in the industry / subject and meet client contractual obligations for moderately complex technical units of a functional domain, directing other professional staff members.
  • Oversees all day to day technical and activities in the local, country or region.
  • Coordinates with technical and programmatic staff members to ensure that activities are
  • performed as per award requirements and consistent with policy.
  • Oversees staff members’ assignments.
  • Coordinates with employees and consultants, on-site and in the field for situations that are less routine and more unusual.

Qualifications:

  • Master’s degree in Statistics, Math, Information Services, Communications, International Development, Human Development or other relevant field;
  • 12+ years of experience in the design and implementation of M&E effectively implementing research, monitoring, evaluation, and/or learning activities for development activities, especially in the PFM, governance, democracy, social science research, and/or other relevant sectors;
  • Experience designing and implementing qualitative and quantitative research and survey methodologies;
  • Experience developing monitoring and evaluation systems and data collection tools;
  • Sound knowledge and understanding of FCDO reporting terms and conditions;
  • Excellent communication skills for articulating project findings;
  • Fluency in French – business level proficiency in English;
  • International or Domestic (UK) Programme Development or Programme management preferred.
