Job Summary:

FHI 360 is seeking applications for a Technical Director for an anticipated five-year HIV prevention, care and treatment program in the Democratic Republic of Congo (DRC). The project is focused on scaling up HIV/AIDS services including testing, pre-exposure prophylaxis, enrollment in care and support for HIV-positive patients, antiretroviral treatment of HIV-positive patients, continuous engagement of patients on treatment, and management of HIV advanced disease. The project will be implemented in five urban health zones in Haut-Katanga province. The Technical Director is responsible for the technical leadership and technical oversight of the project, with a focus on implementation of evidence-based, high quality, multi-sectoral interventions to strengthen access to HIV prevention, care and treatment services. The Technical Director will manage the design and implementation of key components of the program description and ensure adherence to global standard of excellence in health service delivery programming. The position will report directly to Chief of Party and will take a leadership role in ensuring technical implementation of high impact, proven interventions and ensure the project meets stated goals and reporting requirements. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Main Duties/Responsibilities:

  • Provide technical leadership and expertise in the development and implementation of evidence-based, high-quality interventions to increase uptake of HIV and other prevention services for priority and key populations.  This will include (i) HIV testing services at both facility and community levels; (ii) support to laboratory services, (iii) and uptake and adherence to high quality HIV treatment for orphan and vulnerable children, and (iv) strengthening capacity of DRC’s health systems to manage the HIV response.
  • Responsible for the overall planning and technical implementation of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner.
  • Oversee a team of technical project senior staff and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members.
  • Lead the planning of all project technical activities and set high quality performance targets ensuring adherence to technical standards, best practices, donor guidelines, and the DRC health norms and policy.
  • Oversee strategies and interventions to ensure excellence and accountability to beneficiaries and USAID.
  • Ensure timely, high-quality, and complete submission of work plans, quarterly, annually and/or as required by the funder.
  • Represent the project in technical meetings, conferences, and coordination platforms.
  • Serve as the primary project representative in the absence/temporary leave of the COP.

Qualifications:

  • Master’s Degree in medicine, public health, management, social science, or a related field.
  • 10+ years’ experience designing, implementing, and managing large, complex health service delivery projects involving multiple partners in or for developing countries.
  • At least five years of demonstrated experience in managing and supervising a technical team and in project design.
  • Demonstrated leadership qualities, with accompanying depth and breadth of technical and management expertise.
  • Demonstrated knowledge of USAID programs, regulations, compliance, and reporting requirements.
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
  • Must be fluent in French and some local languages, with strong interpersonal, writing, and oral presentation skills in English.
