Project Description :

FHI 360 is seeking applications for the position of Associate Director, Technical for the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Senegal. EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to achieve the UNAIDS 95-95-95 goals and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In Senegal, EpiC will work in multiple regions to provide HIV services among KPs and PPs and build capacity of local, community based KP organizations and work closely with the Senegalese government, health facilities and key stakeholders to deliver HIV services.

Job Description :

The Associate Director, Technical will oversee the design and implementation of all technical strategies and interventions for the EpiC Senegal project under the supervision of the Project Director (PD) and technical oversight of the EpiC HQ Technical team. S/he will be the lead technical expert responsible for all activities to increase uptake and improve quality of HIV/AIDS prevention, care and treatment services, including service provision responsibilities related to the program, ensuring that targets set by funders are met (or exceeded) and reported according to FHI 360’s standards and in line with donor demands. S/he will lead efforts to strengthen prevention, care and treatment with health facilities and community services, which may include building capacity of civil society organizations (CSOs) and other public and private stakeholders. S/he will liaise with the Project Director and counterparts responsible for project implementation across the cascade of HIV services for both PP and KPs to ensure that strategies are implemented with fidelity and are high quality to achieve positive health outcomes. The Associate Director, Technical will also design and oversee structural interventions that promote an enabling environment for KPs and PPs to access services in Senegal.

Specific Duties :

  • Provide technical leadership at project level in the areas of community-based HIV prevention, care and treatment to implement high quality activities including HIV testing (HTS), linkage to antiretroviral treatment (ART), pre-exposure prophylaxis (PrEP), HIV self-testing (HIVST), FP, gender-based violence (GBV), and community-level supervision, advocacy and engagement ;
  • Ensure that implementation meets or exceeds technical standards in each of the areas mentioned above ;
  • Lead efforts to strengthen prevention, care and treatment with all community services, which may include building capacity of community organizations and other stakeholders to provide comprehensive HIV services ;
  • Contribute to the achievement of high-quality results in accordance with the targets identified in the work plan and performance monitoring and evaluation plan ;
  • Synthesize accomplishments and lessons learned to inform future work plan activities ;
  • Conduct monitoring visits to project sites, and provide supportive supervision at sites as needed ;
  • Ensure all activities are conducted in close coordination with the Ministry of Health and Social Welfare and are in alignment with Government of Senegal standards, protocols and policies ;
  • Liaise with the Project Director and counterparts within the health system and at national and regional levels to ensure quality service provision in the seven regions ;
  • Provide or oversee technical capacity strengthening of project subrecipients for quality improvement and sustainability ;
  • Oversee the development of all regular and ad hoc technical reports and other deliverables ;
  • Provide regular update to identified technical partners, including identification or technical assistance needs and assessment of the delivery of technical assistance ;
  • Supervise a team of technical advisors and officers, providing coaching, guidance and fostering productive teamwork ;
  • Represent the project with external audiences and at conferences and other forum, as needed.

Qualifications :

  • Master’s in Public Health or similar degree with 8-10 years of experience in HIV prevention, care and treatment with KPs or PPs; Medical degree or PhD preferred ;
  • Sound cultural understanding and sensitivity to demands of KPs and PPs, and gender and sexual diversity is necessary ;
  • Previous experience working with USAID or PEPFAR supported programs and organizations working with KPs and PPs preferred, including local KP-led and KP friendly community partners ;
  • Successful experience working with public and private health facilities to improve services including for PLHIV ;
  • Familiarity with Senegalese public health sector preferred ;
  • Demonstrated ability to perform complex data analyses and make recommendations based on findings ;
  • Demonstrated working knowledge of health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting and use of data ;
  • Successful experience supervising and coaching mid-level and junior staff ;
  • Previous experience in building capacity of local organizations and stakeholders ;
  • Must be able to read, write, and speak fluent French; Advanced level of English preferred.

Travel Requirements :  30% domestic travel.
