Summary :

The Associate Director, Technical will provide technical oversight for the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Cote d’Ivoire. The Associate Director, Technical will be responsible for the technical quality in the implementation of the program objectives. S/he will report to the Project Director.

Key Job Outcomes :

Strategic Technical Leadership :

  • Leads the technical design and implementation of the HIV key and priority population project strategies, create a realistic and donor-responsive timeline, and continuously evaluate project progress towards achieving organizational strategic goals based on data ;
  • Be fully conversant on best practices globally across the prevention, testing, treatment, and viral load cascade, including structural interventions, to develop and adapt to the Cote d’Ivoire setting ;
  • Provide technical leadership, mentorship and supervision to project staff and partners to implement strategies with fidelity to achieve project objectives ;
  • Collaborate with FHI 360 home office and all partners to ensure programming aligns with agency mission and vision and that project best practices and lessons learned are shared for agency-wide dissemination ;
  • Utilize a participatory approach to developing and updating the project strategic plan, ensuring programmatic directions are technically-sound, evidence-based, and consistent with international standards ;
  • Provide technical assistance and capacity building to local partners in support of sustainable impact.

Program Management :

  • Assist the Project Director in the successful programmatic and technical implementation of the project including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables ;
  • Assist the Project Director in monitoring project progress vis-a-vis expected objectives, utilizing tools and methods developed by EpiC, and ensuring effective usage of resources and compliance with donor requirements ;
  • Oversee subgrantees/subcontractors ensuring quality implementation of programming and achievement of agreed upon objectives and targets in accordance with established schedules and timelines ;
  • Document technical components of materials and project achievements for communication materials such as annual reports, success stories, and blogs ;
  • Identify, select, manage performance of, and mentor project staff ensuring professional and capacity building; facilitate necessary international technical assistance to promote project goals and objectives ;
  • Support other country programs, provide technical assistance, and foster cross-country collaboration ;
  • Help in up-dating, developing, and operationalizing key HIV programmatic FHI 360 owned Standard Operating Procedures (SOP) across the HIV cascade ;
  • Promote and lead Situation Room Meetings with the strategic information, technical, and program team ;
  • Using TQLA (Total Quality Leadership and Accountability) strategy to improve program management, implementation, use of data, and local ownership to drive results.

Organizational Representation and Collaboration :

  • Assist the Project Director in addressing technical and programmatic issues related to the project based on data analysis and use ;
  • Liaise with donors, partners at all levels (global, national, district, local), host government agencies, and other key stakeholders to share progress, accomplishments, and challenges to ensure dissemination and incorporation of best practices ;
  • Cultivate strong relations with FHI 360 home office to achieve organizational goals and provide periodic updates to staff worldwide on the progress, challenges, successes, and lessons learned in managing the project ;
  • Serve as Acting Project Director, assuming overall field responsibility for project, in absence of the Project Director, as necessary.

  • Works on problems of complex scope and require in depth evaluation of issues and assessment of intangible factors based on data ;
  • Exercises judgment within broadly defined practices and policies to select methods, techniques for obtaining results ;
  • Make decisions to positively affect overall success of functional, division and/or company operations ;
  • Works with the headquarter (HQ) and EpiC strategic information (SI) team to analyze programmatic data, identity gaps at the aggregate and micro-level, discuss and decide on solutions, plan next steps, and ensure follow-up to achiever results.

Supervision Given/Received :

  • Leads and directs staff to achieve strategic department and organizational goals ;
  • Sets budgets, goals, and develops procedures and training for department ;
  • Develops and recommends solutions to management for projects, programs, and corporate development.

Minimally Required Job-Specific Competencies :

  • Proven expertise in effective key and priority population HIV programs across the three 95 UNAIDS goals, including prevention and cross-cutting areas (e.g. reduction of stigma and discrimination, violence reporting and response) ;
  • Experience with quality improvement, capacity building, policy, cross-sectoral programming, social behavior change (SBC), and/or community engagement strongly preferred ;
  • Demonstrated experience coordinating with stakeholders from government, local NGOs and other implementing partners ;
  • Strong experience with direct supervision and working with teams and staff from multicultural backgrounds ;
  • Expertise in: strengthening service delivery projects; training; pre-service education; performance and quality improvement; and monitoring and evaluation ;
  • Demonstrated in-depth understanding of the healthcare system in Côte d’Ivoire, particularly the public health system ;
  • Familiarity with USAID’s administrative, management and reporting procedures and experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance ;
  • Demonstrated ability to lead and motivate a project team to achieve results.

  • Communication and Influencing Skills: Proven ability to influence others through diplomacy and proven oral and written communication skills ;
  • Technology to be used: Computer, Microsoft Office (i.e., Word, Excel, PowerPoint, Outlook etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other handheld devices ;
  • Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to thrive in a matrix organization, ability to be detailed-oriented, and ability to manage stress effectively in a fast-pace environment.

Required Education, Training and Experience :

  • A graduate degree or higher required in public health, social sciences, Medicine, Nursing, Midwifery or other relevant health or development field from an accredited university/college is required ;
  • At least 10 years of experience managing international development projects preferably in public health with focus on service delivery, keys populations, priority populations, HIV/AIDS, family planning (FP), reproductive health (RH), health systems strengthening (including 3+ years of leadership and line management skills) ;
  • Excellent representational and communication skills, written and oral proficiency in English and French.
