EpiC Botswana Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project (with a period of performance from April 15, 2019, to April 14, 2024) funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC Botswana’s support is built on the successful investments in Key populations (KP) programming from the USAID-funded, FHI 360-led Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) project which operated in Botswana from 2014 – 2020. Starting in 2021, EpiC expanded its support to address broader community needs by incorporating activities from another FHI 360 project, the Accelerating Progress in Communities (APC 2.0) program, which was implemented in Botswana from 2019-2021. EpiC is dedicated to achieving and maintaining HIV epidemic control and provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. Under the COVID-19 scope, EpiC works closely with the national MOH, District Health Management Teams (DHMTs) and other relevant stakeholders to respond to the COVID-19 pandemic. This includes supporting community efforts in vaccine demand creation and roll out, infection prevention and control (IPC), implementation of the home isolation strategy. EpiC also supports MOH to strengthen human resource for health systems to ensure tracking and deployment of it’s health force, especially in the context of COVID-19.

We are currently seeking qualified candidates for the position of Senior Technical Advisor- COVID-19 Programs, Global Fund. The position will be seconded to the Ministry of Health, Primary Health Care- Community Health Services and will be based in Gaborone, Botswana.

Job Summary:

The Technical Advisor for COVID-19 Programs is responsible for providing senior-level technical and operational advice to the Botswana Ministry of Health (MOH) and NAHPA. The successful candidate will be seconded to Botswana MOH for a year and will be responsible for providing Technical Advise to the MOH for COVID-19 programming.

Position Responsibilities (will include, but not be limited to the following)

  • Work closely with MOH and other stakeholders in the planning and management of Botswana’s Global Fund COVID-19 funds.
  • Provide technical leadership and advice to MOH to ensure that COVID-19 program implementation adheres to appropriate technical standards and guidelines.
  • Develop and maintain collaborative relationships with MOH other stakeholders, including private sector and civil society service providers and implementers.
  • Support planning and coordination of capacity building initiatives for MOH to improve implementation of COVID-19 activities
  • Support operational research studies on COVID-19 related issues.
  • Work with the MOH to develop and assess human resource for health needs and training to improve timely response to COVID-19.
  • Contribute to program quality according to MOH standards including quality assurance and quality improvement initiatives.
  • Support MOH to ensure appropriate monitoring and evaluation of GF COVID-19 implementation. This may include monitoring development of scopes of work, project deliverables and monitoring and evaluation indicators and targets together with the MOH strategic information staff and service delivery partners as required.
  • Remain informed and up to date on latest developments and best practices related to COVID-19 nationally and internationally.
  • Provide technical leadership and guidance on integration of COVID-19 into MoH routine health services
  • Provide technical assistance on response to emerging and re-emerging infectious diseases
  • Capacitate the public health workforce on outbreaks and emergency management
  • Work in collaboration with the Botswana Public Health Institute on Public Health Emergency Management activities.
  • Performs other duties as assigned.

  • Ensures appropriate and timely technical support for field projects.

  • Has the ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Excellent communication, writing, and oral presentation skills .
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Ability to manage their own work to job and performance standards.
  • Must be able to read, write and speak fluent English fluent in host country language.

There are 31 FHI 360 development competencies, of greatest focus for this particular job will be:

Education:

  • Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
  • Project Management (PM) Certification preferred.

Experience:

  • Typically requires 8+ years of relevant experience in technical implementation of large projects and/or programs – may manage activities of lower-level staff, however, main function is individual contributor, with at least 5 years in a specialized technical/medical/public health field with emphasis on management and planning.
  • At least 2-3 years of experience designing and providing technical assistance in health programs in Botswana or Southern Africa.
  • Strong understanding of the operations of government structures, especially of the MOH in Botswana.
  • Demonstrated ability through previous experience leading a technical activity through evidence and data driven decision making.
  • Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders.
  • Demonstrated ability through previous experience to liaise with senior government officials, dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community, and senior members of the donor community.
  • Documented experience providing technical assistance, capacity building and business development in the specific technical domain.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • International or Domestic (US) Program Development or Program management preferred.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.
