The Systems Strengthening, Monitoring & Evaluation (SSM&E) Technical Advisor is seconded full-time to the GoM, Ministry of Youth, Sports, and Culture. The SSM&E Technical Advisor reports for day-to-day assignments to the AGYW Coordinator, Youth at the Ministry of Youth and Sports.  Management oversight is provided by the FHI360 Malawi Country Representative, while additional technical administration is available through FHI360 global technical experts.  The SSM&E Technical Advisor will offer technical expertise to the AGYW Secretariat, the Core Ministries, Implementing partners, and the Districts in AGYW Systems, strengthening initiatives and coordinating the implementation of the AGYW monitoring and evaluation (M&E) component by ensuring quality achievement of agreed results.

Key Responsibilities

  • Development and management of the M & E workplan, scorecard, and dashboard for the AGYW Strategy in line with the AGYW Theory of Change.
  • Lead in reviewing and developing monitoring and evaluation (M&E) tools, data collection methods, data quality assurance measures, and data quality audits for the Secretariate, the Core Ministries, Development Partners, Nongovernmental Organizations (NGOs), and other key stakeholders.
  • Provide technical direction in building and sustaining systems that help to achieve key AGYW strategic objectives.
  • Work with core ministries, development partners, and districts to pilot, upscale, and strengthen the capacity of the AGYW referral and linkages system to efficiently and effectively deliver comprehensive AGYW services and tracking.
  • Guide core ministries and districts to enhance AGYW programming quality by developing Standard Operating procedures, supervisory visits, and mentorships.
  • Guide core ministries and district coordination structures to build synergies among implementing partners for collaborative programming.
  • Promote the learning culture by leading national and district level reviews to enhance lesson learning and sharing of sustained AGYW programming improvements, provide guidance, and conduct similar AGYW reviews by core ministries.
  • Coordinate capacity assessments and develop targeted capacity development plans
  • Prepare training materials to strengthen data collection and use through harmonized referral tools or other tools introduced by the AGYW strategy.
  • Work with relevant Ministries, development partners, and districts to formalize the data collection, flow, and analysis processes, as well as the roles and responsibilities of district leadership and stakeholders.
  • Work to increase AGYW Secretariat and Core Ministries’ ability to manage and maintain ongoing AGYW data and implementation research through mentoring.
  • Validate and analyze AGYW data to evaluate interventions, policies, and related activities.
  • Guide district implementation by supporting the District Executive Committees and development partners on AGYW Strategy implementation, including referrals and linkages SOPs and the development of the district-specific dashboards to track key AGYW statistics, strategy implementation benchmarks, and intervention mapping.
  • Work alongside an identified database design team to establish, populate and ensure ongoing use of an AGYW management information system that compiles data across the four district ministries and all districts
  • Guides district governance teams on comprehensive partner mapping to establish reach, saturation, and identify service gaps as guided by the AGYW minimum package.
  • Contribute to programmatic and study reports, publications, and presentations, including submitting to FHI360 activity updates biweekly and/or as requested and contributing to quarterly FHI360 reports

Education and Experience:

  • Master’s Degree in Public health, Social Sciences, International Development, Human Development or Related fields
  • Undergraduate degree in Social Sciences or related health field with a minimum of five to seven years of experience working in the public health sector
  • A preference inimum of eight years experience with program management, cross-cultural communications

Qualifications and Skills:

  • Articulate, professional, and able to communicate clearly, and positively with clients and staff.
  • Familiar with and experience working with Government ministries and the broader development sector
  • Demonstrated understanding of national policies, strategies, and guidelines, especially for AGYW programming
  • Strong interpersonal skills; ability to build partnerships and consensus within teams and with other stakeholders
  • Proficiency in relevant computer applications and databases;
  • Demonstrated leadership qualities and effective management style, with a sensitivity to diversity, equity, and inclusion (DEI)
  • Capable of working in both direct and matrixed reporting relationships as well as accomplishing goals under broad direction in an independent manner.
