Context :

FHI 360 is seeking applications for the position of Technical Officer (TO) – COVID 19 programing for the EpiC project in Botswana. Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by U.S. Agency for International Development (USAID).  EpiC receives COVID-19 funding to prevent, prepare for, respond to and bolster health systems to address COVID-19 and reduce cases of reemergence. Currently, EpiC and its consortium members implement COVID-19 activities in more than 60 countries across the world.  The project delivers high-quality technical assistance at the community, facility, district, regional and national levels, and builds relationships with relevant partners working to address COVID-19.  Our ability to respond quickly to program, technical and procurement needs leverage our deep bench of country-based clinical, program, and community experts.   In Botswana, EpiC will work in Greater Francistown, Ghanzi, Greater Gaborone, Kweneng East, Southeast, Boteti, Kasane, and Ngamiland to support national MOHW and District Health Management Teams (DHMTs) to gain control of the COVID-19 pandemic. EpiC will support community efforts in vaccine roll out, infection prevention and control (IPC) and implementation of the home-isolation strategy. The focus with be on districts with the highest burden of disease and the program will ensure flexibility to be responsive to emerging hotspots.

 

Job Summary :

The TO-COVID will provide technical support to community-based organizations (CBOs/ CSOs) to implement community-based activities for COVID-19 in all districts, i.e., community-based testing, community engagement, community vaccination, home-based care for COVID-19 patients, and support of home-isolation strategy at community level.  Under the supervision of the Senior Technical Advisor (STA), he/she will work with the Senior Programs Officer in coordinating community-based activities, building capacity of Botswana CSO partners, developing, and maintaining relationships with district Government of Botswana (GoB) counterparts, service providers and other implementing partners. This position will be based in Gaborone.

 

Accountabilities :

  • Strengthen EpiC’s relationships with local stakeholders, District Health Management Teams and strengthen collaborations for service delivery in the districts to support EpiC COVID-19 activities ;
  • Liaise with regional GoB counterparts (including Regional Medical Officers, Regional Health Management Teams, District Health Management Teams, etc.), service providers, implementing partners and stakeholders to ensure that EpiC activities are well-coordinated and feed into national and regional programs, plans and achievements ;
  • Support monitoring of CSO performance against workplans and targets, provide on-site and remote technical assistance ;
  • Identify training opportunities for EpiC CSO and clinical staff within the districts and provide mentorship to implementing partners ;
  • Working closely with the EpiC SI team to ensure data collection, reporting and  analysis for sharing of project contribution towards COVID-19 Response with USAID, MOHW, DHMTs and other key stakeholders ;
  • Contributes to technical briefs, reports, guidelines and other materials ;
  • Responsible for quality management and quality improvement plans for the partners, ensuring that partners adhere to minimum clinical standards ;
  • Promote a culture of learning and documentation so that lessons learned and good practices from the field are documented and shared for institutional memory and learning.

 

Applied Knowledge & Skills :

  • Moderate knowledge of concepts, practices, and procedures by providing technical support for research studies ;
  • Development of scope of work and deliverables for partners, consultants, etc. ;
  • Proficiency with database management software and on-line search tools required ;
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas ;
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff ;
  • Excellent organizational and analytical skills ;
  • Demonstrated proficiency with using Microsoft Office Suite required ;
  • Ability to analyze and interpret data, identify errors, and prepare reports ;
  • Ability to solve problems and implement corrective action as needed ;
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision ;
  • High degree of proficiency in written and spoken English communication ;
  • Well-developed computer skills, including Microsoft Office, familiarity with DHIS 2.

Education : **

  • Relevant Masters degree with 3-5 years of relevant experience, or
  • Bachelor degree with 5 -7 years relevant experience in the provision of community-based health services and social mobilization for health services.

Experience : **

  • Typically requires 4+ years of relevant experience managing data collection and technical assistance experience ;
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company ;
  • Experience implementing community-based health programs in Botswana; familiarity and experience with USAID/PEPFAR-funded programs, experience with COVID 19 programming an advantage ;
  • Knowledge of health and development programs in Botswana including familiarity with relevant national guidelines, standards and protocols. Familiarity with Botswana public health sector at regional, district and council level and experience working with these teams ;
  • Experience in technical capacity building of Botswana CSOs.
