Contexte :

FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories. We are currently seeking qualified candidates for the position of EpiC Uganda COVID-19 Project Director.

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control and preventing, preparing for, responding to, and bolstering health systems to address COVID-19. While originally designed as a HIV program, EpiC has been modified to accept COVID-19 funding and is currently are implementing COVID-19 activities in 45 countries.

In Uganda, EpiC activities will focus primarily on supporting the Ministry of Health (MOH) to improve vaccine uptake across the country to reach 70% vaccine coverage of the eligible population.  Activities include COVID-19 vaccine service delivery, demand generation, surveillance and data collection, social and behavioral change activities, private sector engagement and human resource capacity development and technical assistance.

Job Description :

The EpiC Project Director serves as the primary EpiC representative in Uganda for all COVID-19 activities. This position ensures strong collaboration with a diverse group of organizations and stakeholders, such as the MOH, senior government officials, civil society organizations, regional and district health staff, partner organizations, and the USAID mission. The EpiC Project Director will manage activities, provide strategic direction, monitor performance, support business development, and ensure compliance with policies and relevant regulations.  The Project Director will also work closely with the other FHI 360 staff in country and the region to ensure consistent and complementary support across technical areas.  This position will report to the EpiC global management team at HQ.

The position will be based in Kampala, Uganda.

Position Responsibilities :

  • Provides leadership for the EpiC team to ensure compliance with FHI 360 policies and procedures, donor requirements, and other regulations ;
  • Defines strategic direction, including the development workplans, approaches, and tools.  This includes utilizing technical experts as needed and appropriate ;
  • Leads the development and implementation of the workplans, budgets, program strategies, deliverables and presentations ;
  • Oversees development of timely and accurate technical reports to FHI 360 and USAID as required ;
  • Oversees sub-partner and contractor contributions and progress, including regular reviews of monthly reporting and other deliverables ;
  • Serves as a primary point of contact for partners, stakeholders, MOH, and USAID ;
  • Coordinates closely with other FHI 360 projects in the country and region, with international and national NGOs and other COVID-19 response implementing partners to strengthen the quality of programming ;
  • Manages and continually strengthens capacity of staff, employing a matrix management approach to achieve strategic goals ;
  • Responsible for creating, promoting, and maintaining safe and equitable work environments for all personnel, including a harassment- and violence-free work culture, and systems for safeguarding project participants ;
  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

Minimum Qualifications :

  • Bachelor’s Degree or its International Equivalent in Public Health or a related field; Master’s Degree preferred ;
  • Project Management (PM) Certification preferred ;
  • A minimum of 10+ years of relevant experience with projects management principles and practices (including 5+ years of department-level leadership, strong business acumen and/or line management experience) ;
  • Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs); experience working on USAID funded projects preferred ;
  • Demonstrated experience in public health specific or multi-sector project management and implementation ;
  • Demonstrated experience in large-scale project rapid startup and service delivery and in leading and managing complex projects ;
  • Demonstrated strategic planning, staff development and capacity building experience ;
  • Previous experience in Eastern and/or Southern Africa region preferred; experience in Uganda an added benefit ;
  • Excellent oral and written communication skills in English.
