FHI 360 seeks qualified candidates to serve as the Director- Finance and Administration (DFA) in its South Africa (SA) Country Office (CO).

The DFA is a “key personnel” position on the five-year $200 million USAID-funded Capacity Development and Support (CDS) program, which is implemented in South Africa and Lesotho. The aim of this public health program is to support the goals of the United States’ President’s Emergency Fund for AIDS Relief (PEPFAR) and those of the South African Government’s (SAG) National Strategic Plan, involving transition to country ownership by promoting sustainability of local organizations and provision of grant management support to develop local capacity. The project consists of three components: (1) grant award and management; (2) institutional capacity development of indigenous organizations; and (3) capacity development assistance to the SAG. Under CDS, FHI 360 manages $100 million in grants to implementing organizations in order to improve and scale up South Africa’s national response to HIV/STI/TB, which includes Social Asset Building (SAB) and Economic Strengthening (ES) for adolescent girls and young women (AGYW) and services for orphans and vulnerable children (OVC). In Lesotho, CDS focuses on local organization institutional capacity strengthening and HIV epidemic control via partnerships with faith-based organizations (FBOs).

The DFA is also the senior-most F&A staff member in the SA office. She/He therefore oversees SA’s enterprise services, which support all projects implemented in SA as well as staff in the East and Southern Africa Regional Office (ESARO).

 

Job Summary :

The DFA is primarily responsible for overseeing financial management, procurement, budgeting, subaward monitoring systems, audits, and supervision of all administrative support services and operations (including ICT, fleet management and facilities services) for the CDS program and overseeing such functions within the SA office.

The DFA is a core member of the Senior Management Team (SMT) and supports the Country Representative/Chief of Party of CDS to ensure effective prime and subaward management as well as full compliance with USAID rules and regulations, with the terms and conditions of the CDS cooperative agreement, with cost principles and audit standards, and with FHI 360’s internal policies and procedures for F&A.

 

Main Responsibilities and Duties :

  • Provide leadership in finance and operations aspects of the program and the office, including risk mitigation, general administrative processes, financial management, sub-award management, accounting and logistics ;
  • Establish and maintain sound and transparent accounting and fiscal control procedures for financial, sub-award and operations aspects of the program and the office ;
  • Work with various teams to create or strengthen existing tools/dashboards for effective risk mitigation and financial planning ;
  • Ensure compliance of financial and operations systems with FHI 360 policies and procedures, USAID rules and regulation, award requirements, and SAG laws (statutory reporting requirements) ;
  • Develop, review and analyze program budgets as well as monitor and track obligations and expenditures against budgets ;
  • Lead revenue forecasting and conduct regular, accurate financial pipeline analyses and prepare monthly financial reports for internal analysis and tracking purposes, to be reviewed with the COP and other relevant FHI 360 staff members ;
  • Work with Business Services at HQ to maintain legal status in country (registration/renewals), meet statutory reporting requirements, and mitigate any legal risks (leases, contracts, etc.) ;
  • Oversee capacity development of local partners/subrecipients on financial management, subaward compliance and financial reporting ;
  • Contribute to the development of high-quality costed work plans, quarterly and annual reports, financial reports, accruals reports, and any other relevant reports required by USAID. Liaise with internal and external auditors in the review of project financial management ;
  • Liaise with the FHI 360 Office of Compliance and Internal Audit (OCIA) to improve necessary documentation and or answers to questions arising from internal and external reviews or audits ;
  • Ensure that all operational functions (“enterprise services”) in the office are effectively coordinated ;
  • This includes finance and accounting, administrative support, contracts and grants (C&G), and ICT functions ;
  • Support the Contracts Management Services (CMS) department at HQ and Project Leads to ensure proper interpretation of the award instruments when entering financial obligations or any other contracting actions ;
  • Coordinate F&A-related program start-up and close-out procedures ;
  • Other duties as assigned.

Minimum Requirements :

  • Master’s degree or its international equivalent in accounting, finance, business administration or related field ;
  • Minimum of 12 years’ relevant experience, including 6 years managing a Finance department ;
  • Advanced knowledge of USG-funded NGO-led projects, including prime award and subaward management, specifically PEPFAR/USAID rules and regulations ;
  • Excellent oral and written communication skills in English as well as strong diplomatic and negotiation skills.

Additional Desired Qualifications :

  • Certified Public Accountant (CPA) ACCA, ACA, ICAN, CIMA, CFE or any other relevant professional certification/qualification is preferred ;
  • Experience working in a non-governmental organization (NGO), with preference for an international organization ;
  • Skilled at developing and managing large budgets, including proficiency in relevant computer software and databases ;
  • Demonstrated expertise in accounting, financial planning and management, and procurement – including expert level knowledge of Generally Accepted Accounting Principles (GAAP), practices and reporting guidelines ;
  • Well-versed in laws and regulations that have impact on budgets and financial analysis, general accounting, and management controls ;
  • Effective client relationship management and stakeholder relationship management skills, including ability to create and maintain effective working relations with subrecipients, strategic partners, international donor agencies, and staff at various levels/offices within FHI 360 ;
  • Demonstrated leadership qualities and effective management style, with a sensitivity to diversity, equity and inclusion (DEI) ;
  • Capable of working in both direct and matrixed reporting relationships as well as accomplishing goals under broad direction in an independent manner ;
  • Strong problem solving, organizational, multi-tasking and time management skills, with ability to work to tight deadlines ;
  • Able to motivate, mentor, and empower individuals to achieve expectations and goals set for the functional unit ;
  • Ability to work on problems of complex scope that require in depth evaluations of data and various factors.
