TITLE : Deputy Chief of Party/Strategic Information Advisor

REPORTS TO : Chief of Party

LOCATION : Port Moresby, Papua and New Guinea

Position Description :

The Deputy Chief of Party (DCOP)/ Strategic Information (SI) Advisor for the USAID-funded “HIV Support in Papua New Guinea Activity”, will perform a dual programmatic and technical leadership role in all forms of Strategic Information related to the project.

As DCOP, s/he will support the Chief of Party (COP) in managing programmatic and operational functions for technical and program activities. S/he will plan and direct schedules and monitor budget/spending, project/program from initiation through delivery, organize interdepartmental activities, ensuring completion of the project/program on schedule and within budget, select, develop and evaluate personnel to ensure the efficient operation of the function.

As the SI Advisor, s/he will design, develop strategies for monitoring and evaluation quality assurance, lead designing of special quantitative and qualitative studies, size estimations, surveillance tools, and data monitoring and audit systems that serve to inform and optimize evidence-based programming and advocate for effective responses to the project.

Key Responsibilities :

  • Collaborates with the COP to provide leadership to the project in the country and support ;
  • the team in managing the implementation of the project as per donor guidelines ;
  • Provides SI technical leadership, lead capacity building efforts, and transfer SI technical capacity to local partners ;
  • Collaborates with the HIV Technical Advisor and consortium partners to ensure program is designed and implemented as per organization guidelines, program framework and regulations ;
  • Collaborates with the Technical and Program staff to ensure that program implementation is managed closely through the development of structured work plans, indicator tracking sheets and approved monitoring plans ;
  • Provides support to the COP and management to programs, ensuring strategic program direction, managed growth and compliance with organization policies and procedures and donor regulations ;
  • Develops and/or coordinate performance monitoring plans that reflect work plans and their indicators including M&E system, QA/QI, surveillance, data analysis and data use as determined by the Program ;
  • Leads and participates in quality assurance and improvement exercises, including standards settings, regular measurement of performance according to those standards, and collaborative reviews to assess quality ;
  • Manages, implements, and monitors systems, services, staff and budgets to achieve financial, administrative and programmatic goals ;
  • Provides leadership to Technical and Program staff, and the grants team to ensure the development of timely, high quality and regulation compliant activity reporting per organization and donor guidelines ;
  • Manage M&E activities related to the performance of Program, including M&E design; selection and measurement of appropriate indicators; development of appropriate M&E recording and reporting forms and mechanisms; data quality assurance processes and systems; database maintenance; appropriate data analysis; and appropriate dissemination or results ;
  • Develops and monitors budgets involving strategic information activities ;
  • Responsible for overseeing and ensure that program is well monitored and evaluated, with appropriate indicators of success, impact measurements, and communication of results to the donor, government, and partners

Minimum Requirements :

  • Master’s Degree or its International Equivalent in Epidemiology, Public Health, Statistics, Health, Social Sciences, International Development or related field ;
  • At least 7-10 years of professional experience in public health, particularly in HIV and/or other public health programs; experience in working with key stakeholders in Papua New Guinea including the Department of Health is highly desired ;
  • At least 8-10 years of experience designing SI systems and providing technical support to developing country projects in SI system development and implementation ;
  • At least 5 years of professional experience in project management and leadership, including experience managing USAID projects and staff ;
  • Proven experience working with government officials to support strategy development, implementation plans and decision making ;
  • Informed of current program developments in SI for KP programs and USAID Reporting requirements ;
  • Sensitivity to and understanding of SI for KP programs and systems ;
  • Previous experience designing and conducting population based surveys, analyzing complex data sets generated through routine information systems and special surveys ;
  • Ability to manage SI systems, set realistic priorities, and plan for the successful implementation of activities ;
  • Ability to develop dashboards that includes appropriate graphics and geo-spatial displays for different audiences at global, country, and community levels ;
  • Experience managing data using appropriate software including PowerBI, Tableau STATA, R Studio, ArcGIS ;
  • Proven experience with USAID regulations in financial and accounting management; per USAID guidelines, ensure that the project maintains the highest administrative, financial, and operational standards for compliance and audits.
