Organizational Setting :

The EU-FAO Food and Nutrition Security Impact, Resilience, Sustainability and Transformation (FIRST) partnership programme provides policy assistance to partner government. FIRST is designed to strengthen the enabling policy and institutional environment for food security, nutrition and sustainable agriculture in a number of selected priority countries. FIRST is embedded within the FAO’s programme management and coordination structure. It contributes directly to the food security, nutrition and sustainable agriculture policy and governance related results envisioned under FAO Strategic Objectives 1. ‘Help Eliminate Hunger, Food Insecurity and Malnutrition’ and 2.’Make agriculture, forestry and fisheries more productive and sustainable’.

Reporting Lines :

 
The Senior Facilitation and Capacity Development Specialist works under the direct supervision of the Deputy Strategic Programme Leader 1 and FIRST Manager (FAO/Rome) and in close collaboration the FIRST Technical Advisor and the management team.

Technical Focus :

The Senior Facilitation and Capacity Development Specialist will facilitate workshops, and knowledge management among a broad and complex network of experts. The Specialist will perform the functions specified in the Terms of Reference (ToR) prepared by the hiring office before the beginning of the assignment.

Tasks and responsibilities :

 
  • Support FIRST capacity development interventions ;
  • Support the network of FIRST policy officers responding to demand and/or perceived needs in the area of facilitating policy dialogue ;
  • Facilitate discussions on knowledge management platforms ;
  • Facilitate workshops, including a the required preparatory activities and the design of the agenda .

Candidates will be assessed against the following :

Minimum Requirements :
  • Advanced university degree in social sciences, political sciences, development economics, communications or related area ;
  • 12 years of relevant experience in capacity development support, policy dialogue, knowledge management and workshop facilitation ;
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills :
  • Work experience in more than one location or area of work, particularly in field positions is required ;

  • Extent and relevance of experience in capacity development, policy dialogue and knowledge management in the area of food and nutrition security and sustainable agriculture ;
  • Experience in working with international development organizations, country delegations and missions, and foreign government officials.
