The Government of the Republic of Namibia has received financing from the African Development Bank toward the cost of the TRANSPORT INFRASTRUCTURE IMPROVEMENT PROJECT, and intends to apply part of the agreed amount for this loan to payments under the contract for the Roads Sub-sector Sustainability Strategy Study for Namibia.
The services included under this project, are to undertake a Roads Sub-sector Sustainability Strategy Study for Namibia. The services will entail developing strategies for improving the sustainability of the road sub-sector taking into consideration, the provisions of the revised transport sector policy, the required balance in the development of alternative modes of land transport, the economic development of the country in general and in particular of economic sectors critically dependent on an efficient road transport system, the affordability of user charges to different categories of road users in urban and rural areas and the mitigation of possible negative impacts on accessibility and mobility of categories of the population.
The output of the services shall be a strategy that lays out sustainability options based on the Year 2000 road sector reforms, develop new principles and directions with regard to the financing and the management of the road network. The Executing Agency for the project is the Ministry of Works and Transport, with the Roads Authority charged with the responsibility to manage these services. The services are expected to be implemented over a 12-month period.
The Roads Authority of Namibia now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s ‘Procurement Policy and Methodology for Bank Group Funded Operations (BPM)’, dated October 2015 which is available on the Bank’s website http://www.afdb.org.

Expressions of interest must be delivered to the address below by 23 May 2019 at 11:00 hours local time and mention “EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR UNDERTAKING OF A ROADS SUB- SECTOR SUSTAINABILITY STRATEGY STUDY IN NAMIBIA.
