Job Summary :

Working closely and collaborating with the National HIV/AIDS & TB Program of the MOH, the TD will provide in-country technical direction and support to EGPAF technical team and sub grantees. The TD will ensure that the EGPAF country program is technical sound and is in line with the EGPAF Global and national technical policies, strategies and guidelines.

 

Job Responsibilities :

Duties and Reporting : The TD is responsible to the Country Director for the technical design and coordination of all EGPAF program activities in country. The TD will work closely with the EGPAF global technical units on the overall technical direction and soundness of the program and ensure that the EGPAF program is in line with the MOH program policies, strategies and guidelines and respond to donor requirements and EGPAF standards.

Essential duties and responsibilities include the following but not limited to :

  • Overall responsibility for the technical direction of the EGPAF country program in liaison with the Country Director and EGPAF HQ Technical Officers ;
  • Provide strategic technical direction for the EGPAF country program in harmony with Ministry of Health and EGPAF global technical directions ;
  • Oversee all EGPAF country program technical program planning, implementation and coordination of all technical program activities ;
  • Support Ministry of Health and the EGPAF sub-grantees and other EGPAF related implementing partners in development of technical guidelines, national strategic framework, operational plans, research priorities and policy development ;
  • Coordinate and build capacity of EGPAF and its implementing partners to develop technically sound proposals and annual work plans ;
  • Participate in review of partner project applications for completeness and likelihood of success ;
  • Monitor overall program implementation against agreed targets and milestones ;
  • Provide strategic direction during work-plan development for the EGPAF program ;
  • Review technical, monthly, quarterly and annual reports ;
  • Collaborate with the CD and financial team to develop/review program budgets and expenditures ;
  • Actively lead and participate in the development of program proposals and resource mobilization ;
  • Provide technical leadership in EGPAF research priorities including support to research grant proposal developments, ethical clearance and conduct of the studies in an ethical manner ;
  • Manage technical personnel in-country in line with the approved country structure ;
  • Support & facilitate visits to the program by EGPAF HQ support staff, other agencies, and donors ;
  • Represent EGPAF in local, regional and international technical meetings and conferences ;
  • Represent EGPAF in partner senior management meetings and donor meetings when required ;
  • Provide technical support in documenting program best practices and publications ;
  • Provide leadership to advocacy initiatives as an integral part of program management  ;
  • Support the CD to maintain and inform key donors of technical direction of the program ;
  • Interface with CD and the Operations Director to ensure program compliance at all levels ;
  • Work with donor agencies as appropriate to coordinate and promote HIV prevention, care, and treatment and support activities ;
  • Maintain relationships with MOH in the development and adoption of the overall program ;
  • Collaborate with the EGPAF technical leadership (TLPO, TSI) to ensure program alignment between global and Mozambique and strengthen HIV care and treatment activities ;
  • Act as project manager for the main CDC funded project. This entails, among other key responsibilities
    • Secure full compliance with EGPAF project management policy ;
    • Implement full project management as per USG rules and regulations specifically CDC guidelines ;
    • Elaborate annual continuation application package ;
    • Lead the formulation of quarterly reports ;
    • Engage with donor substantially to provide timely and adequate information/data whenever required and as stipulated.

Required Qualifications :

  • Medical Doctor with a Master’s degree in Public Health (MPH) or its equivalent and with at least 10 years’ experience in HIV/AIDS/TB care, treatment and prevention. Being a pediatrician is an advantage ;
  • At least 5 years’ experience designing and implementing HIV/AIDS/TB programs ;
  • Experience in managing a large health program ;
  • At least 10 years’ experience working in a developing country context. Experience of having worked in Mozambique is an advantage ;
  • Experience working and coordinating with MOH, donors, NGOs, PEPFAR/CDC, Unitaid, GF & UN ;
  • Excellent oral and written communication skills in English and Portuguese ;
  • Ability to interact at policy, provincial, district and health facility level with ease ;
  • Excellent computer and word processing skills. Computer literacy in the use of MS Windows, Word, Excel, PowerPoint and Outlook is preferred, with practical experience in the use of electronic communications including email, internet, teams, etc.;
  • Strong analytical and report writing skills ;
  • Willingness to travel extensively within Mozambique, work extended periods in the field and interact effectively with local communities, and to learn new approaches ;
  • Ability to work and deliver results with minimum supervision ;
  • Demonstrated ability to work as a team player in a multi-disciplinary team setting.
