The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 16 countries and at over 5,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 3,100 — nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities  to bring dramatic change to the lives of millions of women, children, and families worldwide.

Job Summary:

The Program Officer will support the Catalyzing Pediatric TB Innovations (CaP-TB) project (50%). Through the CaP TB project, EGPAF will support the rapid roll out of models of care to improve pediatric TB case finding, diagnosis and treatment and support the use of an innovative new formulation of pediatric first-line fixed-dose combination TB treatment in 9 sub-Saharan African countries and India. This four-year project has been approved for funding by Unitaid and aims to improve the morbidity and mortality associated with pediatric TB in these countries and catalyze improvements in care in other high-TB burden countries. Project implementation, operational as well and financial reporting will be done using EGPAF’s standard tools and techniques, as well as elements specifically developed for this UNITAID-funded project.

The Program Officer will be a key member of the global project team, with staff located in Geneva and Washington, DC. The global team will provide oversight, strategic vision, and support to effectively implement the projects and ensure coordination with EGPAF’s existing program portfolio.  The Program Officer will provide support on the project implementation and to country teams to implement the project.  S/he will work very closely with the regional and global units to provide coordination and support in implementing CaP TB.

Strong communication skills, the ability to work well with multiple global and country teams, and the ability to manage multiple competing priorities will be key qualifications for this role. This individual will also be responsible for providing high quality operations support to country teams, and coordinating multiple operational and programmatic components. S/he will have experience supporting complex multi-country projects, as well as, the ability to translate lessons from country implementation to a global context.

Job Responsibilities:

  • Support the Director, CaP TB, and other senior CaP TB team members at global and country levels to design, plan, and implement the project ;
  • Support development of and semi-annual updating of country operational plans and budgets, including:
    • coordinating the development of the reports between the various writers ;
    • reviewing and analyzing country reports and extracting information for reporting ;
    • drafting parts of the report ;
    • editing the report before submission.
  • Support monitoring of implementation, timelines, grant spending, and disbursement for CaP TB ;
  • Contribute to technical and programmatic reports to Unitaid; as well as internal EGPAF reports ;
  • Support country teams in use of data for decision making and ensuring program results ;
  • Lead strategic information sharing, communication, connection, and coordination between global teams and country teams ;
  • With the CaP TB Director, serve as a key focal point and institutional resource for program implementation ;
  • Facilitate, coordinate and support the development of the necessary systems, processes, and tools to better support the facilitation, collection, and sharing of knowledge that is generated by the program ;
  • Support the dissemination of organizational learning ;
  • Attend and produce summary notes for select meetings and conferences ;
  • Maintain a calendar of significant events and conferences for the UNITAID project team ;
  • Provide support for the production of power point presentations and other public presentations of the project ;
  • Contribute to the development of high quality communication material, supporting both projects ; coordinating with the global project teams for content, and the EGPAF External Affairs team for development.

Required Qualifications:

The Program Officer will be thoroughly committed to EGPAF’s strategy and mission:

  • Bachelor’s degree required; graduate degree in health, development or international relations preferred ;
  • At least 5 years professional experience, experience working with HIV and TB preferred ;
  • Unwavering commitment to quality programs and excellence in organizational and project management with the ability to achieve strategic objectives ;
  • Experience contributing to the design and/or implementation of complex health intervention projects ;
  • Experience in working with NGOs, with donors ;
  • Experience in communications / external affairs a plus ;
  • Strong analytical skills and attention to detail ;
  • Strong organizational skills, reliable and self-motivated with the ability to work independently ;
  • Motivated, and ability to manage multiple priorities ;
  • Ability to clearly communicate and work effectively in collaboration with diverse groups of people ;
  • Integrity, positive attitude, mission-driven, and self-directed with demonstrated passion for EGPAF’s  mission and commitment to working collaboratively with a management team ;
  • Fluent in English with excellent English writing skills, good mastery of French will be an advantage ;
  • An individual who is able to handle a variety of constituencies, manage multiple tasks simultaneously and thrive in a complex environment with multiple priorities ;
  • Ability to travel up to 25% of time annually.
