Overview :

The Program Officer will support projects that aim to introduce innovative pediatric formulations of antiretrovirals. The primary project, Project SPAAN, is a multi-country catalytic implementation project aimed at ensuring that children living with HIV have access to the best available HIV treatment products, by creating a proactive and stable bridge that will fast-track access to quality pediatric antiretrovirals. This project is an extension of the current Unitaid-funded point-of-care early infant diagnosis (POC EID) project and the project officer will also support on some aspects of the final transition for POC EID. The Program Officer will also work to support other smaller projects with similar goals and activities.

The Program Officer will be a key member of the global project team, with staff located in Geneva and Washington, DC. The global team will provide oversight, strategic vision, and support to effectively implement the projects and ensure coordination with EGPAF’s existing program portfolio.  The Program Officer will provide support on the project implementation and to country teams to implement the project.  S/he will work very closely with the regional and global units to provide coordination and support in implementing Project SPAAN and similar projects.

Strong communication skills, the ability to work well with multiple global and country teams, and the ability to manage multiple competing priorities will be key qualifications for this role. This individual will also be responsible for providing high quality operations support to country teams, and coordinating multiple operational and programmatic components. S/he will have experience supporting complex multi-country projects, as well as, the ability to translate lessons from country implementation to a global context.

 

Essential Responsibilities :

  • Support the Associate Director, Innovation and other senior team members at global and country levels to design, plan, and implement the projects ;
  • Support development of and semi-annual updating of country operational plans and budgets for Project SPAAN and similar projects, including:
    • coordinating the development of the reports between the various writers ;
    • reviewing and analyzing country reports and extracting information for reporting ;
    • drafting parts of the report ;
    • editing the report before submission.
  • Support monitoring of implementation, timelines, grant spending, and disbursement for Project SPAAN and similar projects ;
  • Contribute to technical and programmatic reports to Unitaid and other relevant donors; as well as internal EGPAF reports ;
  • Support country teams in use of data for decision making and ensuring program results ;
  • Lead strategic information sharing, communication, connection, and coordination between global teams and country teams ;
  • With the Associate Director, Innovation, serve as a key focal point and institutional resource for program implementation ;
  • Facilitate, coordinate and support the development of the necessary systems, processes, and tools to better support the facilitation, collection, and sharing of knowledge that is generated by the program ;
  • Support the dissemination of organizational learning ;
  • Attend and produce summary notes for select meetings and conferences ;
  • Maintain a calendar of significant events and conferences for the project teams ;
  • Provide support for the production of power point presentations and other public presentations of the project ;
  • Contribute to the development of high quality communication material, supporting both projects; coordinating with the global project teams for content, and the EGPAF External Affairs team for development .

 

Required Qualifications :

The Program Officer will be thoroughly committed to EGPAF’s strategy and mission.

  • Bachelor’s degree required; graduate degree in health, development or international relations preferred ;
  • At least 5 years professional experience, experience working with HIV and TB preferred ;
  • Unwavering commitment to quality programs and excellence in organizational and project management with the ability to achieve strategic objectives ;
  • Experience contributing to the design and/or implementation of complex health intervention projects ;
  • Experience in working with NGOs ;
  • Experience in working with donors ;
  • Experience in communications / external affairs a plus.

  • Ability to travel up to 25% of time annually .
