Overview of the position :

The OTI program in Somalia is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government, particularly newly formed District Administrations and regional state institutions. The overall objective of the program is to support the political transition of Somalia towards a functioning and stabilized Federal State through activities that promote good governance, consolidation of the federal structure, and a receptive environment to respond to emerging political contingencies.

Under the overall guidance of the Resource Management Officer SSI in Mogadishu, and under the direct supervision of National Project Officer in Kismayo, the successful candidate will perform routine and specialized finance and accounting tasks. Key objectives of the role include ensuring financial, administrative and personnel accountability and implementing clear, efficient procedures for routine processing tasks.

The Finance Admin Assistant will be expected to play an active and constructive role in providing finance/admin support to the program management in Kismayo, and to liaise with their functional supervisors in Mogadishu.

General functions :

Role objective:

The responsibilities will include, but not be limited to, the following:

  • Receive, review and reconcile invoices from vendors with the Purchase Orders raised ;
  • Maintain and manages petty cash, ensuring safe custody of all cash at hand ;
  • Maintain accounting spreadsheets in accordance with procedures ;
  • Analyze and reconciles service providers accounts and ensures that invoices are correct, projects are charged a true and fair cost of their usage and any private usage is duly recovered/reimbursed ;
  • Ensure that all cash and cheque payment requests are duly completed, certified and authorized by authorized staff and all the necessary supporting documents are provided before payment is made ;
  • Check and ensure that all Letters of Invitations (LOIs) and Expense Claims are correctly completed
  • Prepare and submit monthly funding request and monthly account returns ;
  • Ensure that transactions for Kismayo are sent to Mogadishu office for posting in PRISM in time ;
  • Review Sub Office internal controls and notify the OIC and RMO of any potential weaknesses and propose corrective measures required ;
  • Attend the RMU meetings and attend to all action points in relation to Kismayo office ;
  • Facilitate in Administration support (i.e staff IDs, timesheet reminders, exit clearances) ;
  • Ensure that the procurements made in the field are all properly documented and are in accordance with any contracting arrangements in place; vouchers for payments and other supportive documents should be filled and shared with the Grants Unit ;
  • Organize and/or track specific procurements of goods and services/labour made in the field for grant specific projects, including the tracking of goods, services/labour procured within sub-contracted arrangements or specific grant activities ;
  • Assist with maintaining an inventory of Kismayo program assets and equipments ;
  • Assist in reporting of Kismayo office needs with corresponding PRFs (office rent, vehicles, office utilities, stationery) on a timely manner ;
  • Assist in managing Kismayo office fleet/vehicles for daily purposes/use.
  • Perform any other duties as may be assigned.

Project reporting :

This position reports to the Administrative supervisor is National Project Officer

Team management :

This role does not have team management responsibilities

Essential experience :

Education :

Bachelor’s in Accounting and Finance, Business Administration, Public Administration, or an equivalent combination of training and experience with (3) three years’ experience and/or Diploma in Accounting and Finance, Business Administration, Public Administration, or an equivalent with (5) five years of relevant professional experience in a busy administrative and finance office/environment.

Work experience :

Minimum of 5 years of demonstrable relevant Finance & Accounting experience.

Geographical experience :

Minimum of 10 year of experience in Africa (essential).

Languages :

Fluency in English and Somali are essential.

  • Previous work experience in grants or finance related field especially on USAID funded projects ;
  • Strong knowledge of computer applications, especially MS Word, Excel, Outlook and Access. Knowledge of SAP an added advantage ;
  • Knowledge of SAP (PRISM), MS Project and common software applications such as Word, Excel, PowerPoint and Access ;
  • Demonstrated ability to maintain integrity in performing responsibilities assigned ;
  • Previous experience with UN and International Agencies, or NGO’s an advantage.
