Context and justification :
Catholic Relief Services (CRS) Niger was awarded a nearly $70 million, five-year project, Girma, funded by USAID/FFP reaching 898,914 direct activity participants in 500 communities across 11 communes in two departments of Zinder, Magaria and Dungass. Using an approach that is multi-sectoral, layered, participatory, and sensitive to gender, youth, persons with disabilities (PWD), and climate change, Girma is designed to improve and sustain food and nutrition security and resilience among extremely poor and chronically vulnerable households and communities. Its purpose is to strengthen empowerment to sustain improvements in food and nutrition security among women, youth, and PWD (Foundational Purpose); the nutritional status of vulnerable individuals, including pregnant and lactating women, adolescent girls, and children under age 5 (Purpose 1); stable and diversified livelihoods for extremely poor and chronically vulnerable households (Purpose 2); and community members’ and structures’ resilience to shocks and stresses (Purpose 3).
Girma is currently in its Refine & Implement phase and focusing on comprehensive studies to fill knowledge gaps, refinement of strategies and approaches leading to the revision of the project’s Theory of Change (TOC) and proposal document by early January 2020. Between October and January 2020 there are a significant number of deliverables due and the project will need surge support to achieve these deliverables.
Objective :
The Consultant will primarily support the Girma Chief of Party (CoP) and her team in achieving a number of key deliverables between October 2019 and end of January 2020.
Tasks to be performed by the Consultant :
- With support from Project staff, take the lead on writing a high-quality annual results report (ARR) in line with CRS and USAID standards and expectations. The report is due to the donor by the 4th of November ;
- Edit R&I studies and assessments reports as required including the SBC study report, the stakeholder engagement report and the community consultations report. Reports due to the donor by the 18th of November ;
- Ahead of a series of pre-culmination workshops, review and summarize key findings of recent assessments and studies with a focus on program integration and revision of the Girma Theory of Change ;
- Following the workshops, support the team to revise the Project proposal, ToC, revised implementation plan and a write up a supplemental summary that explains key modifications to the ToC (max five pages) and the implementation plan (max five pages) ;
- Support the team in drafting the Prep narrative (max 20 pages) ;
- Other – the Consultant will also be required to lead on the elaboration of a Country Strategic Plan (8-10 pages).
Deliverables :
- Timely submission of a high-quality Annual Results Report (ARR) ;
- Refine and Implement Year Study and Assessment Reports finalized ;
- Revised ToC and a 5-page supplemental summary that explains key modifications to the ToC ;
- Revised implementation plan and a 5-page supplemental summary that explains key modifications to the plan ;
- Revised project proposal ;;
- Prep narrative ;
- Country Strategic Plan.
Calendar :
This consultation will take place from October 2019 to end of January 2020.
Consultant’s Profile :
- A Master’s Degree (or equivalent) in a relevant field ;
- At least 10 years’ professional experience in development work ;
- A very good knowledge and working experience in the Sahel and preferably in Niger ;
- Proven experience in data analysis, documentation and reporting with an INGO ;
- Excellent writing skills ;
- Fluent English and French (oral and written) ;
- Demonstrated experience working with teams to produce deliverables under tight deadlines and at exceptional quality ;
- Excellent communication, networking, and relationship building skills ;
- Proactive, resourceful, solutions-oriented and results-oriented.
