REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES THE REPUBLIC OF KENYA

SUPPORTING THE IMPLEMENTATION OF KENYA’S NATIONAL GREEN ECONOMY STRATEGY THROUGH THE DEVELOPMENT OF LOW CARBON AND CLIMATE RESILIENT PROJECTS AND RESOURCE MOBILIZATION PROJECT

(AGRO-FORESTRY SECTOR)

 

  1. The Government of the Republic of Kenya (GoK) has received grant financing from the African Development Bank towards supporting the Implementation of Kenya’s

National Green Economy Strategy through the development of Low Carbon and Climate Resilient Projects and Resource Mobilization Project. The project aims ‘to develop investment-ready programs and projects that will advance the Country’s transition towards a green economy.’

  1. GoK intends to apply part of the agreed amount for this grant, whose disbursement in respect of the signed contract will be subject to approval of financing by the Bank, to make eligible payments under the contract for the Consultancy services for review of green economy based policies, and development of related investment ready projects in the agro-forestry sector.
  1. The Consultancy service is expected to include the following main tasks;
  • Make use of various existing policy and strategy review reports relevant to climate change and green economy and identify key priority areas with respect to agro-forestry, where support is required to facilitate a transition to a green economy as discussed in the Kenya green economy strategy and implementation plan.
  • Review relevant existing agro-forestry and green economy based strategies, plans and policies to identify key priorities in the agro-forestry sector that contribute to low carbon and climate resilience as outlined in several National policies including Kenya’s vision 2030, Green Economy Strategy and Implementation Plan and the Kenya’s ‘Big Four.’
  • Engage with GCF and GEF accredited national and international institutions, who’s strategic focus is aligned to green economy/green growth/low carbon development and Agro-forestry.
  • Conduct an environmental scan of the local and international climate finance landscape and identify potential climate change funds for agro-forestry.
  • Carry out a baseline study to inform the development of investment ready concept notes on agro-forestry.
  • Develop three relevant project ideas in agro-forestry geared towards low-carbon and climate resilient concepts informed by the preceding activities.
  • Design and develop one fully fledged investment-ready proposal on agro-forestry for submission to the Green Climate Fund (GCF) or any other identified relevant funders.
  • Facilitate identification of and outreach to other possible funders and pitching of the proposal and concepts.
  1. The National Environment Trust Fund (NETFUND), being an authorized agent of the Government of the Republic of Kenya now invites eligible consultants to indicate their interest in providing the above services.
  1. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions and availability of appropriate skills among staff, etc.). Consultants may form consortiums to enhance their qualifications.
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” [May 2008 edition-Revised July 2012], which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest.
