About the role: This is a 12-month, replacement role with unaccompanied terms based in Kalemie, DRC with a salary of our International Staff Salary Grade 3 (€39,911 – 44,346).

You will report to the Systems Director and will line manage the HR/Admin Coordinator (national counterpart) and work closely with the Country Director, Programme Director, Country Financial Controller and Area Coordinators as well as provide strategic leadership for all of the HR/Admin team in DRC. We would like you to start in June 2023.

Your purpose: The HR and Adminstration Manager will lead and manage the HR and Administration team in Concern DRC, ensuring that all HR and administration processes are in line with internal procedures, Congolese legislation and best practice. The job holder will be based in Kalemie, with frequent travel to our programme areas across DRC. The HR and Administration Manager will operate in line with Concern’s operational and security policies and procedures. A key part of this role will be to strengthen our HR and administration processes within Concern DRC and to ensure that all staff are aware of these processes. As part of your role, you will work in collaboration with the HR Department at Concern’s head office in Ireland.

You will be responsible for:

General HR Management

  • Manage the HR Department based on a thorough understanding of globally accepted best HR principles and practices.
  • Mentor and coach the HR and the Administration teams
  • With support from the Systems Director, review and implement HR procedures in line with local legislation and internal policies
  • Ensure the National Staff HR manual is up-to-date
  • Ensure compliance with local labour law through a thorough understanding of the local labour law and by staying updated on any legislative changes
  • Maintain an updated organogram of Concern DRC
  • Promote and ensure compliance across all staff groups in relation to our HR policies and procedures
  • Maintain a comprehensive and confidential electronic and paper database/filing system for all employees
  • Act as focal point for our HR payroll system Homère
  • Maintain accurate records of staff leave and ensure all staff are aware of their entitlements and the relevant leave procedures
  • Provide informed and confidential advice for staff on any HR-relating matters
  • Ensure our programmes are meeting our commitment to providing a safe working environment
  • Accept advance and pursue any new objectives or responsibilities that may be assigned to you by the Systems Director or Country Director.

Recruitment and Induction

  • Oversee recruitment of all local staff posts to ensure all vacancies are filled with the right people in a timely manner. This includes job identification, assisting job description preparation or review, staff vacancy requests, vacancy announcement, shortlisting, setting up interviews, safeguarding checks, and preparing employee contracts.
  • Ensure that Concern’s safeguarding procedures are implemented throughout the recruitment process
  • Support the Systems Director in establishing and monitoring a fit-for-purpose HR planning process, including staffing budgets, reviewing daily worker contracts and/or other service contracts.
  • Ensure that our recruitment process is carried out in line with Concern’s gender and ED&I strategy
  • Provide support and advice to hiring managers in preparation of job descriptions and other recruitment steps to ensure the recruitment process is carried out in a transparent, accountable and effective manner.
  • Analyse and propose ways for optimizing recruitment planning and processes, including identifying and anticipating gaps and proposing pragmatic solutions.
  • Periodically review all categories of national staff job descriptions and amend as necessary in light of actual job functions
  • Ensure new staff receive a full induction training, including awareness and understanding of Concern’s policies and procedures, in particular Concern’s Code of Conduct and associated policies.

Remuneration

  • Manage payroll of our national staff in collaboration with the Finance team
  • Review Concern’s existing remuneration and benefits package for our national staff through external benchmarking exercises and provide informed recommendations to senior management
  • Support the design and implementation of Concern’s Global Banding Framework project.

Performance Management

  • Ensure the implementation and compliance of Concern’s Performance Management system and probation system by providing regular training on performance management to all staff groups and ensuring that all staff are aware of the internal resources available to them
  • Ensure performance reviews (PDRs) are carried out with all staff equitably and consistently by maintaining a PDR tracker
  • Oversee staff development and training plans that meet individual and organisational development needs
  • Support and advice on a talent development programme for our national staff with potential to attain more senior roles, in line with our Gender and ED&I strategies.
  • Carry out performance management reviews with your direct reports and build the capacity of these staff to take over some of these functions listed above.

Employee Relations and Accountability

  • Ensure the implementation of our National Staff HR manual and other key policies and procedures by training, coaching and mentoring HR staff and line managers within Concern DRC.
  • Promote and ensure compliance with the requirements of Concern’s key policies, including the Concern Code of Conduct (CCoC) and its associated policies, the Anti-Fraud Policy, the Conflict of Interest Policy and the Whistleblowing Policy.
  • Establish and maintain confidential grievance and complaint procedures in line with internal policies and best practice
  • Provide informed and confidential advice for staff in relation to grievances or complaints
  • Manage collective and individual staff grievances, seeking advice from senior management as required and in accordance with internal policies.
  • Ensure Concern’s Safeguarding procedures within the employment lifecycle are implemented
  • In line with Concern’s commitments under the Core Humanitarian Standard (CHS), provide advice and support to relevant colleagues to ensure Concern’s Complaints and Response Mechanism (CRM) is functional and accessible and that feedback and complaints are welcomed and addressed.

Administration and Legal

  • Supervise premises management, including Concern offices and accommodation
  • Liaise with Concern’s external lawyer, as required and ensure timely follow-ups are carried out as needed
  • Attend and represent Concern at administration and/or HR meetings organized by different fora within DRC
  • With the support of the Systems Director, liaise with the government and authorities as required
  • Develop links with government authorities, particularly the labour office

Your skills and experience will include:

Essential:

  • Bachelor degree in a relevant discipline such as HR Management or Administration
  • A minimum of 3 years’ experience in a HR management position, with a preference for international experience
  • Experience in working in the humanitarian sector and in insecure complex emergency situations
  • Experience in managing staff or a team
  • Excellent command of Microsoft Office applications
  • Strong stakeholder focus and cross-cultural awareness and sensitivity to cultural differences
  • Ability to work as both part of a team and on own initiative
  • Ability to assess problems and recommend solutions
  • Excellent French oral and written communication skills, with proven experience in a business facing role with the confidence and ability to build effective relationships with employees and managers at all levels of the organization

Desirable:

  • English oral and written skills
  • Good command of the HR/payroll application Homère
