About the role :

This is a 12 month, new role with unaccompanied terms based in Goma, DRC with a salary of Grade 3 (€36,527 to €40,586) and benefits.

The Emergency Finance Manager will report to the Country Finance Controller (CFC) and work closely with the Emergency Program Manager, Program Officers, M&E Manager, and the finance team and operations team. S/He will support Emergency programs in grant financial management with significant focus in budget management and grant compliance and accountancy consolidation.

Your purpose :

You will support the Emergency programs in budget financial management with significant focus on budget management and grant compliance, program accounts consolidation and donor report

 

You will be responsible for :

Financial Management of Emergency Programmes :

  • Support Emergency Program Managers and the Program Officers in project budget management to ensure accurate reflection of budget for actual cost ;
  • Analyse award documents and maintain the grants database and hard copy files ;
  • Analyse monthly Management Account of the grant for programs to ensure compliance with the terms as well as Concern internal procedures ;
  • Support budget holders in budget cash flow preparation and submission of monthly cash requests to be submitted to CFC for Emergency Grants ;
  • Prepare detailed analysis of grants financial reports and budgets, and provision of support to programme managers in budget management ;
  • Review Emergency program variances explanations and ways to resolve and give feedback to Rapid Response Programme Managers and CFC ;
  • Maintain continuous effective communication with programme managers / budget holders on finance related issues and feedback to Rapid Response Coordinator and Country Finance Controller ;
  • Preparing timesheet allocation  for the grant and coordinate with HR for signature and keep hard copies ;
  • With the support of the CFC, coordinate with Emergency Program Manager, budget holders and the Assistant Country Finance Controller to make desired adjustments to Emergency financial reports of emergency programmes ;
  • Undertake regular support field visits during Rapid Response activities to assess the financial systems in place, verify that financial management and operational systems of the grant have being implemented appropriately, and make recommendations for improvements where appropriate ;
  • Maintain a comprehensive filing system for all financial and accounting records related to activities of the Emergency grants for internal/external/donor audit purposes ;
  • Ensure that procurement for Emergency Grants is in line with relevant Concern procurement rules, with periodical reviews of procurement plans and participating in tender/purchasing committees as required ;
  • Maintain a fixed assets register of all assets acquired with Emergency funding and ensure timely reporting, proper tracking and disposal procedure as per the grant agreement.

Staff Capacity Development :

  • Supervise the Rapid Response (RRM) Flying Finance Officer ;
  • If necessary, provide financial training for budget-holders where required to address any compliance weaknesses, by developing and maintaining appropriate RRM-specific tools ;
  • Capacity building requirements for finance staff under the supervision RRM Flying Finance Officer and non-finance staff members Flying Logistic Officer.

Regulatory Compliance of emergency programs :

  • Carry out project finance reviews and provide reports to management at least on a monthly basis ;
  • Review grants supporting document before payment ;
  • Coordinate grants audit preparation in liaison with respective projects teams, Country Finance Controller and Program Director ;
  • Organize grant closeout meetings In coordination with the Programme Director ;
  • Produce compliance visit reports and recommendations, including indications on proper filing and archiving of documentation of RRM activities ;
  • Provide timely technical compliance guidance/support as the need arises.

Technical capacity development for staffs :

  • Support in building the capacity building of Rapid Response finance staff as well as non-finance staff ;
  • Participate in and/or facilitate Emergency grants start up workshops in collaboration Rapid Response Coordinator, CFC and budget holders ;
  • Carry out any other tasks delegated by the management.

Other :

  • Participate in country-level strategic planning initiatives and other duties as determined by line management ;
  • Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality ;
  • Take active measures to address equality issues, particularly relating to gender, in programme as well as operational (e.g. HR) activities.

 

Experience / Qualifications :

Your skills and experience will include :

Essential :

  • A degree in finance or equivalent ;
  • 2 years post qualification experience in a similar international organization ;
  • Experience in huge donor budget management and financial reporting ;
  • Experience working with large and multi donor (especially Dfid, ECHO and UNICEF) programme budgets ;
  • Strong analytical skills ;
  • Experience in staff capacity building of finance and non-finance staff ;
  • Must be fully fluent in either French or English with a good level of the other. Swahili is useful but not essential.

 

Desirable :

Education, Qualifications & Experience Required :

  • Knowledge of development issues and concepts ;
  • Experience of working/living in an insecure and harsh environment ;
  • Ability to work under pressure to meet tight deadlines ;
  • Good team worker ;
  • Good Communication and negotiation skills ;
  • Knowledge of computer applications i.e. Microsoft Word, Excel, communications systems.
