About the role :

This is a 12 month, replacement role with unaccompanied terms based in Sanliurfa (60%), with travel to other programme locations (40% of time) on a salary of Grade 4 €40,003- €44,449.

You will report to the Programmes Director for Turkey and will line manage Protection Managers. You will work closely with the Country Director, Education Coordinator, MEAL Coordinator, Country Finance Controller, Systems Director, Government counterparts, UN agencies, NGOs, Clusters and Sectoral Working Groups.

Your purpose :

Programme Coordinator – Protection is to efficiently and effectively manage the implementation and expansion of the Protection programme in Turkey in line with Concern’s organizational strategies, policies and procedures. The job holder will provide managerial, technical and advisory support to the Protection programme in Turkey.

 

You will be responsible for :

Technical Support and Quality :

  • Support and lead the technical support of the Protection programme in line with Concern Worldwide’s organisational strategy, sector best practices, government regulations, and donor requirements ;
  • Lead the revision of a country strategy for the Protection sector ;
  • Provide leadership and direction for the Protection programme through the Protection Managers including referrals, case management, gender based violence, psychosocial support, cash transfer to the most vulnerable households ;
  • Manage relations with stakeholders, mainly the relevant government departments, donors and partner agencies, by representing the programme in relevant coordination mechanisms and ensuring the distribution of programme information and sharing of achievements and lesson learned as well as the engagement in policy discussions and advocacy activities ;
  • Monthly analysis of data to anticipate potential challenges according to the indicators of different projects ;
  • Provide Protection technical input in other Concern’s programmes in Turkey including Education, Livelihoods as well as to programmes implemented through local partners.

Coordination and Leadership :

  • Participate proactively and contribute in the Protection technical working group and cluster meetings ;
  • Share information on Concern activities and intervention and promote good relations and collaboration with other actors working on the humanitarian response ;
  • Identify funding opportunities and prepare high quality proposals, in close coordination with MEAL, Finance, Logistics and HR Departments ;
  • Develop strategies and plans that contribute to raising the profile of Concern in the Protection sector.

Monitoring and Evaluation :

  • Maintain an effective monitoring and planning system, which informs reporting and project design ;
  • Work with the team to identify and document project learning and success cases and disseminate learning on the humanitarian response ;
  • Ensure that the monitoring framework within the programme is implemented, including baseline data, secondary data, reviews, end line surveys, donor reporting and internal/external evaluations ;
  • Prepare all the necessary reports such as progress reports, annual reports and final reports for donors. Organize donor visits, evaluations and programme reviews as necessary.

Financial Management :

  • Ensure timely and accurate budgets and revisions for projects ;
  • Ensure that programme expenditure is undertaken in line with finance policies and procedures, and that resources are optimally utilised ;
  • Oversee budgets and financial management by ensuring that all implementation teams have updated spending plans and track spending closely ;
  • Oversee grants compliance to ensure the best use of resources and work closely with finance teams to ensure timely submission of financial and narrative reports to donors.

Team Management :

  • Line Management of the Protection Managers ;
  • Work with the Protection Managers to ensure all activities are planned, prioritized, carried out and monitored in efficient and effective ways, with due consideration to gender and advocacy issues ;
  • Ensure full compliance with security plans and protocols ;
  • Lead and manage assigned staff, contributing to their capacity building and career development.
  • Coach all team members to ensure they fully understand outcomes which are expected of them, through Concern’s Performance Development Reviews system (PDR’s) ;
  • Provide technical expertise and guidance to staff as appropriate, in (for example, but not limited to) assessment, monitoring, evaluation, reporting (internal and donor reports), financial management, proposal development, technical design ;
  • Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the Concern Code of Conduct and Associated policies (Programme Participant Policy, Child Safeguarding policy and Anti Trafficking policy), security management andaccountability . Contribute to the implementation of these policies.

 

Other Tasks :

  • Support and when necessary lead emergency response programming for Concern as and when requested ;
  • Adhere to Concern’s Code of Conduct and Associated Policies including the application of the policies in Concern’s protection programmes.

 

Your skills and experience will include :

  • Qualifications in a discipline related to social work, psychology, law or related fields ;
  • 3 years’ overseas experience in protection programmes in emergency contexts ;
  • Substantial experience in protection, both overall protection and in sub-sectors of child protection, GBV, and/or MHPSS, including in conflict settings and with IDPs and refugees ;
  • A proven record of effective project and people management ;
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts ;
  • Excellent teamwork skills and the ability to build good relations both internally and externally ;
  • Experience in report and proposal writing ;
  • Proven financial management skills ;
  • Good command of procurement regulations and practice ;
  • Ability to work under pressure ;
  • Commitment to concern’s ethos and values ;
  • Flexible, adaptable and patient ;
  • Sound IT skills, including word and excel.

 

We would also like :

  • Arabic and/or Turkish language skills ;
  • Understanding and experience of the Humanitarian Accountability Partnership ;
  • Proven influencing and negotiating skills with internal and external audiences, experience working in partnership with Governments would be an advantage ;
  • Experience of working in Middle East (or elsewhere under similar conditions) would be an advantage ;
  • Ability to train local staff and to motivate and develop skills of others ;
  • Familiarity with logistics, HR, Finance, and administrative processes ;
  • Flexible and adaptable to a changing environmenrt.
