Programme Coordinator – Bekou Sud-Est

Ouaka/Basse Kotto, Central African Republic

 

This is a 12-month role with unaccompanied terms based in Kouango, Ouaka Prefecture, CAR with an annual salary of Grade 4 €40,003 – €44,449.

The Programme Coordinator will report to the Programme Director and coordinate all operations with the Area Coordinator. They will line manage and work closely with the relevant sectoral PMs (Economic Recovery, WASH, Social Cohesion).

Start date : January 2020.

 

Job purpose :

The Programme Coordinator will provide quality leadership and ensure effective and professional management of Concern’s Worldwide’s EU-Fonds Bêkou funded ‘I LA TENE TI TO NA MBONGO’ (‘Tous ensemble pour le sud-est’ – ‘Together for the South-East’) project across 4 locations in CAR: Kouango, Grimari (Ouka Prefecture), Mobaye and Zangba (Basse-Kotto Prefecture). They will develop and coordinate the effective integration, monitoring and evaluation of the technical aspects of the intervention and will be responsible for the monitoring of the project budget as well as liaising closely with other consortium implementing partners.

‘I LA TENE TI TO NA MBONGO’ is a multisectoral project that includes 4 components: economic development, WASH, Social Cohesion/Community Development and Support to local authorities. It is a consortium project with ACTED (lead), OXFAM, COOPI and IMPACT that aims to provide a set assistance package in 21 cities in the southeast of CAR. Relevant and effective coordination amongst consortium members is expected.

 

Main Duties & Responsibilities :

Program Coordination :

  • Coordinate the planning, implementation, monitoring and evaluation of activities according to the action defined in the approved project narrative ;
  • Ensure the preparation of detailed implementation work plans and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities ;
  • Ensure that all programme targets are reached in accordance with agreed programme objectives, in line with the overall programme approach and ensure integration with other programme activities ;
  • Manage the allocation of project resources (human, financial, material, and information) in collaboration with the relevant consortium members and the ;
  • Carry out regular field visits to inspect works and organize regular project review sessions through participatory methodologies involving beneficiaries and other stakeholders in the areas of intervention, with the aim of establishing and/or verifying emerging needs, gaps and priorities, and communicate these to the Programmes Director as part of a continuous programme review and improvement process ;
  • Coordinate and draft technical and financial reports in accordance with donor and internal requirements, and submit according to designated deadlines ;
  • Liaise with other implementing partners in similar programs to ensure appropriate coordination of interventions ;
  • Coordinate with other organisations in the same locations to ensure timelines, packages and conditions are agreed to minimise problems and security issues ;
  • Regularly attend relevant consortium meetings and ensure transparency in communicating efficiently with consortium partners ;
  • Organize regular team coordination meetings.

Monitoring & Evaluation :

  • Ensure that Programme Managers manage the programme in line with the logframe and M&E plan; and ensure teams are accountable and understand processes ;
  • Ensure team is aware and understand M&E requirements and methodologies and understand their roles and responsibilities ;
  • Ensure that the information regarding the programme activities and beneficiaries is captured, stored and analysed, timely and with quality, according to the established M&E Plan ;
  • Ensure that beneficiaries have access to feedback/complaint mechanisms and that data is monitored and responses given within appropriate time periods ;
  • Participate to the development of Concern M&E plan in CAR and at global level liaising with HQ M&E unit where necessary.

Human Resources :

  • Ensure efficient team deployment through an efficient system of planning and monitoring, as well as remote management where relevant ;
  • Lead and manage staff, contributing to their capacity building and career development ;
  • Ensure that all staff is aware of and comply with Concern’s policies and procedures ;
  • Monitor and review performance of staff who are line managed through Concern’s Performance Development Reviews system (PDR’s) and hold staff accountable for meeting the success criteria.

Networking & Representation :

  • Represent Concern and the consortium at national and local coordination meetings ;
  • Effectively manage coordination with other actors (UN, NGOs) working in the same sectors and zones ;
  • At the request of Senior Management Tearm (SMT) or consortium lead, undertake representation as necessary.

Security :

  • Ensure all programme staff strictly comply with the Security Management Plan (SMP) and relevant SOPs ;
  • Enforce necessary supplementary security measures in accordance to SMP where needed within the programme intervention zone, with prior approval from Area Coordinator or Country Director ;
  • Ensure that staff communicate security incidents or concerns in a timely manner ;
  • Provide timely security information/updates/alerts for the Area Coordinator and Country Security Focal Point (Systems Director).

Other :

  • Contribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the CHS (Core Humanitarian Standards) :
  • Adhere fully to the commitments and rules of Concern’s Code of Conduct (CoC) and its affiliated safeguarding policies, including the respect of confidentiality and duty to report ;
  • Report to the appropriate manager, all violations of Concern’s CoC and Safeguarding Policies, as well as Anti-Fraud and Whistleblowing Policies, this is a mandatory duty of all staff ;
  • Undertake any other relevant duties as may be assigned by the Programmes Director, or Area Coordinator.

Expériences / Formation :

Essential :

  • Relevant university degree (International Development, Humanitarian Action, etc.) ;
  • At least 5 years working in development or emergency settings for an international NGO with 3 years of programme coordination experience ;
  • Strong coordination, staff management, capacity building, and supervision skills ;
  • Familiarity with complex and insecure emergency contexts ;
  • Experience in Monitoring and Evaluation techniques and a good grasp of project cycle management ;
  • Experience working collaboratively with a variety of stakeholders including local authorities, partners, and other I/NGOs ;
  • Thorough understanding of budgetary, HR and procurement processes ;
  • Excellent communication skills in French both written and verbal ;
  • Good team player, flexible and capable of working with a multinational country team politically and culturally sensitive. ;
  • Excellent computer skills, including Microsoft Word, PowerPoint and Excel.

Desirable :

  • Recent work experience in CAR or other conflict-affected countries ;
  • Fluent written and spoken English ;
  • Experience implementing or coordination recovery programmes preferably with economic development, WASH and social cohesion ;
  • Familiar with community-based approaches.

 

Salaire :

€40,003 to €44,449 and benefits
