About the role :
This is a 24-month, replacement role with unaccompanied terms based in Goz Beida, Chad with a salary of Grade 3 €36,527 – €40,586 per annual plus benefits.
You will report directly to the Area Coordinator, working closely with the Programmes Director and you will liaise with the MEAL Manager, Consortium Coordinator, Program Managers and the Advocacy, Communication and Accountability Manager.
We would like you to start tentatively on 15th of June 2020.
Your purpose :
The programme DIZA-Est (Développement Inclusif des Zones d’Accueil) works to improve the living conditions and resilience of host, refugee and returnee populations in host areas, through support for inclusive local development, in order to minimise the factors contributing to inter-community tensions, instability and ultimately the risk of increased forced displacement and conflict. The EU and AFD funded programme is led by Concern Worldwide and is implemented across three provinces, the Ouaddaï, Sila and Salamat, all of which share borders with Sudan and have high numbers of refugees and returnees due to previous insecurities in Sudan and the Central African Republic.
In the Sila province, Concern Worldwide is working with a local organisation implementing this programme. The DIZA-Est Programme Manager will support the local partner in their tasks in ensuring effective programme implementation accountability. He/she will also collaborate with the local partner to ensure that reporting standards and other deliverables standards meet required Donor standards. The PM will closely work with Concern Worldwide Area Coordinator and Programmes Director in the development of reports and other relevant program documentation. They will
Main duties include, though not limited to :
Technical support to the partner :
- Provide technical assistance and support to the local implementing partner for the effective implementation of the DIZA programme in the Sila province, in accordance with the programme objectives ;
- Work closely with the Area Coordinator (AC), Programme Director (PD) and other Concern staff, lead the identification of training and capacity needs development for the partner and propose concrete measures and initiatives to address these in collaboration with Concern staff and the Consortium Coordination Unit (CCU) ;
- Work closely with the partner as a co-facilitator and/or technical advisor in key programme activities such as planning for activities, monitoring of activities, risk management and reporting ;
- Where required, ensure that terms of reference are developed for specific and focussed technical capacity building by Concern Advisors, consultants or other consortium members ;
Programme implementation :
- Organise and document regular partner review meetings to identify progress, review challenges and identify mitigation measures to address gaps and seek additional support as needed ;
- Conduct cross-sectoral periodic programme reviews, in close collaboration with the AC, Concern MEAL Manager and Consortium MEAL Coordinator ;
- Ensure adequate assessment of programme progress, capturing key lessons learnt, discussion of challenges in order to propose measures to adapt programme strategies as necessary, in accordance with the harmonised results-based management principles developed for the consortium and the programme document ;
- Support the partner in ensuring the delivery of activities within the DIZA programme in the Sila province ;
- In line with Concern’s commitments under the Core Humanitarian Standard (CHS), actively promote meaningful community participation at all stages of the project cycle (planning, implementation, M&E) and ensure that a Complaint Response Mechanism is in place and is operational.
Donor compliance :
- Support the partner in reviewing and preparing high quality narrative and financial reports on programme activities for the Sila province and share with the AC, PD and other Concern staff as per schedules developed by the CCU and in line with the commitments outlined in programme agreements ;
- Ensure that reports submitted are compliant with the harmonised approach of the CCU ;
- Support the partner in ensuring that the requirements of the sub-grant agreements and related donor guidelines, reporting formats and processes are clearly understood and adhered to.
Representation :
- Facilitate the establishment of and ensure documentation of provincial consortium coordination, ensuring that quality and timely information is being shared with all relevant stakeholders ;
- Ensure a sound and positive working relationship with the partner in the Sila Province ;
- Under the supervision of the AC, ensure effective networking and coordination with relevant stakeholders, such as local Government authorities, other NGOs, and UN agencies operating in the sector, at field level.
Human resources :
- Collaborate with the partner, in identifying project staff needs and ensuring that properly qualified staff are recruited, inducted and trained as per the needs of the programme and the partner organisation ;
- Manage the Concern DIZA Programme Assistant and ensure that staff have up-to-date job descriptions and Performance and Development Reviews (PDR) ;
- In close collaboration with the partner, ensure that all DIZA staff are provided with the necessary support and advice to carry out their duties ;
- Leading by example, ensure that all partner staff and other stakeholders are aware of and comply with the Concern’s Code of Conduct (CoC) and associated policies ;
- Identify and take appropriate and timely action in discussion with the AC and other Concern staff to fill resource gaps (create new roles or launch timely recruitment).
Finance, administration and logistics :
- In coordination with the Country Finance Manager (CFM), support the partner to monitor and manage programme expenditure and budget, ensuring resources are optimally utilised and spending is in line with appropriate financial procedures and donor requirements ;
- Liaise with the AC, PD, Base Manager and Logistician through coordinated planning to ensure efficient use of support systems ;
- Manage the delegated programme budget under the supervision of the AC and line with Concern and donor procedures ;
- Review, in coordination with the CFM, partners’ financial reports to ensure the production of high quality reports in line with the requirements of the CCU.
Security :
- Contribute to security analysis through the sharing of important security information collected through fieldwork ;
- Contribute to the revision of Standard Operating Procedures and the Security Management Plan when necessary and other security related duties as required.
Other duties :
- Participate in country-level strategic planning initiatives as required ;
- Contribute to organisational accountability initiatives, including participating in the roll out of commitments of Concern under the CHS ;
- Adhere to the standards of conduct outlined in CoC and associated policies, (the Programme Participant Protection Policy (P4), the Child Safeguarding Policy and the Anti-Trafficking Policy) ;
- Undertake other related duties as may reasonably be assigned by the Country Director or line manager.
Your skills and experience will include :
Education, Qualifications & Experience Required :
- Master’s Degree in a relevant field ;
- At least 3 years working in development or emergency settings for an international NGO with possibly 2 years of programme coordination experience ;
- Strong coordination, collaboration, staff management, capacity building, and supervision skills ;
- Strong experience working with local actors, including local NGOs and CSOs/CBOs ;
- Strong leadership, analytical and organizational skills ;
- Excellent interpersonal skills and ability to interact professionally with project stakeholders. Proven ability to convene/chair high profile meetings and ability to productively interact with a wide range of organizations ;
- Experience in Monitoring and Evaluation techniques and a good grasp of project cycle management ;
- Thorough understanding of budgetary, HR and procurement processes ;
- Excellent communication skills in French both written and verbal ;
- Good team player, flexible and capable of working with a multinational country team politically and culturally sensitive ;
- Excellent computer skills, including Microsoft Word, PowerPoint and Excel ;
