About the role :

This is a 12-24 month (negotiable, renewable), replacement role with accompanied terms based in Niamey, Niger with 50% of time to be spent in the programme areas of Tahoua and Diffa, with a salary of €40,003 to €44,449 and benefits.

You will report to the Programmmes Director and will liaise with the Health and Nutrition Advisor, Livelihoods and Nutrition project teams, Equality Officer, National Education Coordinator, MEAL Manager, Grants Officer and other key staff in country, and with the technical advisers in Head Office.

We would like you to start in June 2019.

Your purpose :

To provide Food Security, Livelihoods (FSL) and Resilience technical support to the Concern Niger Programme, focusing on programme quality and learning, and to lead on Concern’s advocacy strategy and action in the Food Security, Livelihoods and Resilience sector, in particular on aspects of Climate Smart Agriculture (CSA).

Strategic and Technical Leadership :

• In collaboration with programme staff and the senior management team, lead on the ongoing development and roll out of Concern Niger’s FSL strategy, with a particular focus on the Climate Smart Agriculture and resilience component, ensuring that programme activities are in line with government strategy, organisational goals and resources, and advise on implementation ;
• Provide technical support to the FSL programme staff on an ongoing basis with regular visits to the projects sites to address progress, programme quality and assist field staff as required.
• Participate and contribute to FSL and resilience contextual analysis and new programme proposal development ;
• Support staff to prepare regular project progress reports as required for donors and other internal and external bodies, ensuring accuracy and technical quality ;
• Design a comprehensive capacity building strategy for FSL staff and facilitate and coordinate trainings for staff ;
• Ensure that beneficiary accountability is taken into  consideration throughout programmes implementation ;
• Ensure that gender/equality, disaster risk reduction (DRR), protection, environment, as well as HIV and AIDs and conflict where relevant are factored into programme design and delivery, reviews and evaluations ;
• Participate in any emergency assessments and responses carried out by Concern country programme as directed by the line manager ;
• Participate in the recruitment and induction of  Livelihood staff and consultants ;
• In collaboration with the Programmes Director, lead the 2019 contextual analysis process and proposal development for the 2022 IAPF.

Programme Quality :

• Strengthen, and where necessary design and roll out continuous improvements in FSL and resilience programme quality, including strategy and implementation for transition from humanitarian action to resilience and longer term development interventions ;
• Enhance collaboration with other technical departments to support integrated resilience programming and improve impact ;
• In collaboration with the MEAL Manager in guiding the FSL teams to develop and implement robust systems for monitoring programme implementation and results ;
• Support the MEAL Manager and FSL team in conducting baselines and assessments, including market surveys, value chain studies and stakeholders’ analysis.

Documentation and Learning :

• Work closely with Concern’s FSL and resilience technical advisors in Dublin to document and share learning from Niger’s FSL and resilience programming ;
• Lead research and advocacy interventions related to FSL and resilience initiatives, and present findings to relevant bodies.

Representation and Advocacy :

• Represent Concern and actively participate in various FSL and resilience technical forums including the Africa Climate–Smart Agriculture Alliance (ACSAA) in order to promote best practice  and advance national policy ;
• Actively liaise and seek opportunities for collaboration, coordination and learning with other technical and financial partners in Niger.

Confidentiality :

• Ensure the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties
• Ensure strict guardianship and security of financial data and documents at all times, including secure storage, accurate & complete filing and limiting access to the finance office to authorised personnel only
• Ensure strict adherence to Concern Niger Financial Procedures and Fraud Policy and remaining within the boundaries of these policies at all times

Accountability :

• Ensure adherence to Concern’s Code of Conduct and Associated Policies and Anti-Fraud policies ; immediately report any suspicions of fraud, safeguarding risks or violations of the CoC and APs ;
• Contribute to and ensure that the Niger programme delivers on its accountability commitments ;
• Ensure the programme is in line with Core Humanitarian Standard (CHS) by ensuring communication, information sharing within the programme and promoting participation of staff, beneficiaries and other stakeholders to all the steps of the programme cycle.

Your skills and experience will include :

• Master’s degree in a relevant field or advanced degree in Development Studies, Disaster Risk Reduction, or other related discipline ;
• At least three years overseas experience in similar or related management or advisor position ;
• Knowledge and experience of Disaster Risk Reduction Strategies, of Early Warning Early Action projects, of climate change adaptation and resilience approaches, preferably in the Sahel region ;
• Experience in working with partner organizations, line ministries, networking and donor relations ;
• Success in developing proposals and securing funding from donors ;
• Clear commitment to and experience with, developing and coaching staff, combined with the ability to give direct actionable feedback ;
• Knowledge of participatory methods and data collection methodologies, including experience in analysis of livelihoods data ;
• Strong team-building and capacity building skills, and the ability to work with culturally diverse groups of people ;
• Fluent in French and English, including strong communications and interpersonal skills and the ability to interact productively with partners and stakeholders (community, government technical services and institutions) ;
• Strong Analytical and problem solving abilities ;
• Ability to organize, plan effectively, work under pressure often to strict deadlines ;
• Good networking skills ;
• Dynamic, self-starter and flexible ;
• Ability to work independently and manage a high volume work flow ;
• Empathy with organisational goals ;
• Willingness to travel to rural areas (at least 50% of time).
